Mr. Eoloff stated when Phase II is undertaken, it will include <br />an interpretative center to identify the unique features of this pazk. He advised that W.B. Miller is the <br />successful bidder for this project and can start construction of roads and pazking areas this fall. <br />Mr. Eoloff reviewed his discussion with Chris Lord, Anoka Conservation District, regazding these <br />improvements. He reviewed a second diagram which better identified the locations of proposed <br />bituminous pazk roads, bituminous pedestrian trail and grass horse trail. He advised of the revisions <br />that were made so all pathways are outside of the identified wetland areas. <br />Mr. Eoloffreviewed the concern ofBob Obermeyer regazding drainage of the canoe access road and <br />suggestion it be pitched away from the river. He stated they will comply with that requirement. <br />Brian Krystofiak, Pioneer Engineering, reviewed their work to identify the actual wetland areas and <br />how they will do a minor excavation of about one-half a foot (less than 100 sq. ft.) to correct drainage. <br />Mr. Eoloffstated they aze open to the location of the turf trail and will not get that finished this yeaz. <br />Mr. Krystofiak explained that the ACD indicated the horse trails may be somewhat soft during certain <br />• times of the yeaz, and perhaps unusable. <br />Jankowski asked if the horse trails can be used for cross-country skiing. Mr. Eoloff stated they can, <br />but not used by snowmobiles. <br />Weaver asked if any of the trails connect to the north or to trails outside of the pazk boundazies to <br />provide a continuation. Mr. Eoloff explained that once Phase II is completed, the trails will be <br />extended to the north. <br />Weaver asked if the construction project to begin shortly involves only the blacktop of the trails. Mr. <br />Eoloffstated it involves bituminous pacing of roads and trails which is about 75% of the $1.3 million <br />budget. He reported that all ofthe pazking lots will be curbed which will be a nice improvement and <br />easier to maintain. <br />Mr. Eoloffpresented additional details about the remaining improvements which includes the picnic <br />areas, picnic shelters, canoe landing, and contact center. <br />Weaver asked how long Anoka County has been involved in assembling this acreage. Mr. Eoloff <br />estimated six to seven yeazs. <br />Weaver commented that with Seventh Avenue, a major arterial leading to this park, and developing <br />• azeas to the north and south, makes this a "diamond" of a pazk. <br />Perry asked if Anoka County can do something to resolve the current problem with cars pazking and <br />launching their boats offCSAH 7. Mr. Eoloff stated they might be able to do something if it is taking <br />place on the County easement. <br />
