LRRWMO Meeting Minutes <br />• August 21, 1997 <br />Page 8 <br />Jankowski thanked Mr. Eoloff and Mr. ICrystofiak for making this presentation. <br />In response to Weaver, Mr. Eoloff explained there will be about three miles of horse trails with about <br />two more miles being available for hiking but not horses because of steep grades and the soil is not <br />conducive. <br />Weaver stated he is thrilled about this park which will become a treasure as the azea develops. He <br />thanked Anoka County for providing this update. <br />Motion was made by Haas, seconded by Weaver, to approve LRRWMO Permit #97-10, Phase <br />1 of the Rum River Central Regional Park, Ramsey, subject to: <br />1. The erosion controlmeasures must be constructed at the initial stages of construction and <br /> be maintained until ali areas altered on the site have been restored. <br />2. At the entryway onto the site, rock filter dikes being a minimum of two feet in height and <br /> having maximum side slopes of four to one must be constructed. These rock filter dikes <br /> will enable construction traffic to enter the site and also provide an erosion control <br /> facility. The rock dikes must be continually maintained during the construction phase of <br />• the project. <br />3. Street sweeping must be undertaken and completed on an as-needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit applicant <br /> is responsible for the removal of all erosion control measures installed throughout the site. <br />5. The Minnesota Department of Natural Resources must be contacted to determine if an <br /> MDNR Work in Protected Waters Permit is required for any portions of the project. <br />6. Street C, from Parking Lot B (Station 41+00) to the boat launch area, should be sloped <br /> into the hillside to minimize a direct discharge from the roadway to the Rum River. <br />Vote: 3 ayes, 0 nays.
