• LRRWMO Meeting Minutes <br />December 18,1997 <br />Page 3 <br />PLAN UPDATE <br />Lobermeier advised that the Plan has completed the second round of comments and he is at the stage <br />now of amending the Plan to address comments received and provide final review documents for <br />submittal to BWSR for their final review. After that final review, the Plan will be back before the <br />LRRWMO for final adoption. Lobermeier stated the comments received were not surprising and can <br />be addressed. <br />Mat Moore, BWSR, distributed a flow chart for the Second Generation WMO Plan review. He <br />explained that the process is down to the final draft review by BWSR, State review agencies, and the <br />Metropolitan Council and is to be completed within 45 days. He explained that BWSR is required <br />to hold a public hearing but next year a legislative housekeeping revision will be made so only the <br />LRRWMO is required to hold a public hearing. Moore stated he only anticipates minor revisions to _ . _ _ __ <br />the LRRWMO final draft Plan since it has already been reviewed several times. He explained that <br />the LRRWMO may make minor changes (spelling errors) and then adopt it and make copies. <br />• Lobermeier estimated that the final draft Plan will be submitted to BWSR by January 1, 1998. Moore <br />estimated it will be before their Board in March for final consideration. He explained that, typically, <br />the WMO makes a presentation of their Plan before the Board. <br />Moore agreed with Lobermeier that comments on the second review were minimal, except for <br />clarification needed with the DNR He noted the BWSR comments relate more to the citizen review <br />process and the LRRWIvIO Attorney has "stated that would' be handled"fhrough'the By Laws: He" " " <br />suggested that citizen participation be broadened and encouraged. <br />Jankowski reported that he talked with Curt Pierson (LRRWMO Attorney) yesterday about the By <br />Laws and Pierson indicated that some modifications of the By Laws will be needed and he will look <br />forward to direction from the LRRWMO in that regazd. <br />Moore explained it is BWSR's desire to encourage citizen participation, perhaps through aproject- <br />based citizen advisory group. As examples, he reported that some WMOs have citizens or staff <br />members siting on their boazd. The citizens may represent a subwatershed and their concerns: <br />Moore stated another example would be to establish a project specific process that involves citizens <br />during that project phase. Or, a standing citizen advisory committee could meet on their own, review <br />projects, and then provide recommendations to the LRRWMO (similaz to a municipal Planning <br />Commission). <br />Lobermeier stated the point is to be able to document a method that the LRRWMO proposes to use. <br />Jankowski stated he recently attended a Youth First meeting and had proposed there be more <br />partnering with other governmental organizations such as the vo-technical arid-high school levels to <br />provide some expertise in azeas that are lacking in the Plan, such as data collection. <br />
