LRRWMO Meeting Minutes <br />June 19, 1997 <br />Page 4 <br />NEW BUSINESS <br />LRRWMO Permit #97-08 -Home Center -Anoka <br />The LRRWMO reviewed the June 11, 1997, memorandum from Obermeyer indicating his receipt of <br />the permit application for the Home Center, LLP development in Anoka. The site is 2.1 acces in azea <br />with a 11,700 squaze building proposed to be constructed. At the limits of construction, erosion <br />control measures are shown to be installed. A sump manhole, with provisions for skimming of <br />floatable materials, is to be constructed as part of the on-site storm sewer system. In discussions with <br />the City of Anoka, it has been indicated that surface water runoff from the site will be dischazged <br />through a permanent storm water detention/water quality basin downstream of the site. This basin <br />has been sized to accommodate runoff from this site. <br />Schultz reviewed the direction and treatment of storm water drainage prior to dischazge into the Rum <br />River. <br />Motion by Weaver, seconded by Haas, to recommend approval subject to the following <br />conditions: • <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />2. At the entryway on to the site, rock filter dikes being a minimum of two feet in height <br />and having maximum side slope of four to one must be constructed. These rock filter <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. <br />3. Street sweeping must be undertaken and completed on an as needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #97-OS -Anoka Electric Cooperative Wetland Mitigation Plan <br />In response to Weaver's request for an update, Doug Urhammer, AEC, reported that four lots aze <br />sold which leaves two pazcels. He added that there is one very interested prospect for one of the two <br />remaining pazcels. <br />The LRRWMO reviewed the June 13, 1997 memorandum from Obermeyer indicating he has received • <br />several phone calls regarding the status ofPermit 97-OS for wetland filling/mitigation associated with <br />the development of Lot 1, Block 2, Anoka Energy Park. The information submitted dated April 17, <br />1997, indicates that the wetland filling, in the range of 40,000 square feet, is to be mitigated off-site. <br />
