• LRRWMO Meeting Minutes <br />June 19, 1997 <br />Page 5 <br />Obermeyer noted the need for additional information and a Wetland Replacement Plan outlining the <br />sequencing procedure. <br />To date, Obermeyer has not received additional information regazding the Wetland Replacement Plan. <br />It was noted the wetland delineation was completed in 1995 but has not been field verified by the <br />Anoka Conservation District. Because of the lapsed time, a re-delineation maybe necessary if the <br />field staking is not in place. <br />Obermeyer noted, in his memorandum, that the statutory requirements of the Wetland Conservation <br />Act concerning notification were changed in the 1995 Legislative session. The notification time frame <br />has been decreased from 30 days to a minhnum of 10 days prior to the LGU, Local Government Unit, <br />taking action on a wetland fil]/mitigation plan. This notice is not made until the Wetland Replacement <br />Plan has been submitted. <br />Obermeyer indicated he is awaiting additional information from the City of Ramsey enabling a review <br />of the proposed project in conjunction with the requirements of the 1991 Wetland Conservation Act. <br />Once the information is received, notification to the WCA mailing list will be completed with the 10 <br />• day review time period beginning. The permit applicant should also be contacting the Anoka <br />Conservation District for a field verification of the wetland delineation on the site. <br />Merlin Otto, Hakanson Anderson, representing the City of Ramsey, advised the site under <br />consideration is in the northeasterly portion of the Anoka Energy Park fronting on CR #116 and <br />Sunwood Drive. He explained the City is interested in developing the property, as is Anoka Electric <br />Cooperative, into a 40,000 squaze foot light manufacturing/office facility. Otto reviewed the Option <br />A site plan and the issues relating to the considerable wetland on this site and development options <br />researched. He noted the proposed Option A plan minimizes the impact to the wetland in proposing <br />a spilt facility with the office area to the southeast side and small area of fill to accommodate parking <br />and the manufacturing facility on the other side of the wetland area with the two buildings being <br />linked by anall-weather walkway. He noted Option A may be a difficult concept to market and <br />traffic and circulation is not the best. However, Option A would require only a small amount of fill. <br />Otto advised they have other concers about Option A with regazd to encroachment to the wetland <br />management setback, thus requiring a variance. Also, a lazge stand of white oaks would be removed <br />which is not desirable. He pointed out that the site is surrounded by roadway and wetland. With the <br />proposed building and parking area, Option A results in paving most of the site which will result in <br />changing the characteristics of the wetland. Otto indicated the location of additional wetland basins <br />to the north and northeast of this site. <br />• Weaver inquired regarding the all-weather skyway and asked if it would be suspended above grade. <br />Otto stated it would probably be on pilings within a few feet of the water elevation. He noted this <br />would be expensive and he does not know of anyone that would want to segment their two <br />operations (office and wazehouse). <br />
