LRRWMO Meeting Minutes <br />June 19, 1997 <br />Page 6 <br />Otto then reviewed a second site plan identified as Option B which places most of the development <br />in the southern portion. This impacts over 39,000 square feet of the wetland which would need to <br />be mitigated on and off site. He noted the location of area where about 16,000 feet of wetland can <br />be mitigated. With Option B, the white oak and grassland azea can be preserved in a conservation <br />easement. Otto explained that each square foot of impacted wetland azea must be mitigated on a 2:1 <br />basis. He noted the remainder of mitigation can be picked up through public value credits, <br />preservation azea, and a wetland banking program with Alpine Park. This results in banking more <br />than twice what is needed. Otto stated Option B will also provide a higher quality basin within a pazk <br />and have public access opportunities which will increase the functional value. <br />Jankowski asked if it would be better to connect this wetland with the DNR protected wetland. Otto <br />stated this may not be a better option in case the business needs to expand in the future and fill <br />additional wetland. He recommended it be kept as a sepazate basin and under LRRWMO jurisdiction. <br /> <br />Otto stated he understands Seal approval is not possible today since all of the requirements have not <br />been met, such as statutory notification. He explained the area will need to be re-delineated as will <br />the wetland in Alpine Park. Once those areas aze determined, the City will be able to calculate <br />mitigation azeas and prepare a final mitigation plan. • <br />Otto commented on the need to establish a wetland bank. Jankowski advised there has been one <br />banking transaction but the LRRWMO is uncertain as to whether it was banked through BWSR or <br />the LRRWMO. <br />Otto requested LRRWMO concept .approval about whether Option B and the proposed wetland <br />mitigation makes sense. <br />Ryan Schroeder, Ramsey City Administrator, asked if this permit will have to be considered again for <br />final approval, or if approval can be contingent upon established conditions. He explained if this <br />concept is agreeable to the LRRWMO, it needs to proceed and commented on the short "window." <br />Jankowski explained the LRRWMO has a short process with concept approval today, comments and <br />recommendation from Barr Engineering, and follow up at the next meeting. <br />Otto estimated the length of time it will take for the comment periods from review agencies. He <br />advised the project was already sent to the Army Corps of Engineers for their review. The DiVR has <br />determined the on site basin is separate from their basin but he expects the Anoka Conservation <br />District will have input. Otto cautioned it may happen that comments from review agencies may just <br />be that this is an incomplete application and request re-submittal. <br />Jankowski suggested the LRRWMO discuss concept approval with final approval contingent upon • <br />findings and recommendations of the consulting engineer. <br />Weaver stated he believes the damage to this wetland occurred long ago when CR #116 was put <br />across the wetland so he is comfortable with what is being proposed since it includes significant on <br />site mitigation with the remainder off site, preserves the forested area, and makes practical use of this <br />
