LRRWMO Meeting Minutes • May 15, 1997 Page 6 Obermeyer indicated that at the limits of construction, erosion control measures are shown to be installed. Stormwater runoff from the site is to be conveyed by on-site storm sewer shown to discharge into a permanent water quality basin to be constructed on the site. The outlet from the basin is designed to provide skimming of floatable materials. The Minnesota Department of Natural Resources must be contacted to determine if a Work in Protected Waters Permit is required for the installation of this outlet to County Ditch 6. Jankowski noted Obermeyer has indicated the project meets the requirements of the LRRWMO and recommends approval subject to seven conditions. Motion by Ferguson, seconded by Weaver, to approve LRRWMO Permit #97-03, Echo Hills 2nd Addition, Andover, subject to the following conditions: 1. The erosion control measures must be constructed at the initial stages of construction and be maintained until all areas altered on the site have been restored. 2. At the entryway on to the site, rock filter dikes being a minimum of two feet in height and having maximum side slope of four to one must be constructed. These rock filter • dikes will enable construction traffic to enter the site and also provide an erosion control facility. The rock dikes must be continually maintained during the construction phase of the project. 3. Street sweeping must be undertaken and completed on an as needed basis. 4. Upon completion of construction and restoration of disturbed areas, the permit applicant is responsible for the removal of all erosion control measures installed throughout the site. 5. The Minnesota Department of Natural Resources must be contacted to determine if a Work in Protected Waters Permit is required for the installation of the storm sewer outlet from the water quality basin to County Ditch 6. 6. The permit applicant should be advised that a NPDES Construction permit from the Minnesota Pollution Control Agency will also be required for this project. 7. If modification to the grading plan are made and filling results into the delineated wetland areas on the site, the revised plan must be submitted to the LRRWMO, being the LGU administering the requirements of the 1991 Wetland Conservation Act, for review and approval. LRRWMO Permit #97-04 -Goodrich Field -Stadium -Anoka It was noted that LRRWMO Permit #97-04, Goodrich Field Stadium, Anoka, was approved at the • May 15, 1997 meeting pending approval and conditions from Obermeyer. Weaver advised the City of Anoka owned that property and is conveying it to School District #11. The LRRWMO aclu~owledged the five conditions placed on approval.
