LRRWMO Meeting Minutes • <br />May 15, 1997 <br />Page 6 <br />Obermeyer indicated that at the limits of construction, erosion control measures are shown to be <br />installed. Stormwater runoff from the site is to be conveyed by on-site storm sewer shown to <br />discharge into a permanent water quality basin to be constructed on the site. The outlet from the <br />basin is designed to provide skimming of floatable materials. The Minnesota Department of Natural <br />Resources must be contacted to determine if a Work in Protected Waters Permit is required for the <br />installation of this outlet to County Ditch 6. <br />Jankowski noted Obermeyer has indicated the project meets the requirements of the LRRWMO and <br />recommends approval subject to seven conditions. <br />Motion by Ferguson, seconded by Weaver, to approve LRRWMO Permit #97-03, Echo Hills <br />2nd Addition, Andover, subject to the following conditions: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />2. At the entryway on to the site, rock filter dikes being a minimum of two feet in height <br />and having maximum side slope of four to one must be constructed. These rock filter • <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. <br />3. Street sweeping must be undertaken and completed on an as needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />5. The Minnesota Department of Natural Resources must be contacted to determine if a <br />Work in Protected Waters Permit is required for the installation of the storm sewer <br />outlet from the water quality basin to County Ditch 6. <br />6. The permit applicant should be advised that a NPDES Construction permit from the <br />Minnesota Pollution Control Agency will also be required for this project. <br />7. If modification to the grading plan are made and filling results into the delineated <br />wetland areas on the site, the revised plan must be submitted to the LRRWMO, being <br />the LGU administering the requirements of the 1991 Wetland Conservation Act, for <br />review and approval. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #97-04 -Goodrich Field -Stadium -Anoka <br />It was noted that LRRWMO Permit #97-04, Goodrich Field Stadium, Anoka, was approved at the • <br />May 15, 1997 meeting pending approval and conditions from Obermeyer. <br />Weaver advised the City of Anoka owned that property and is conveying it to School District #11. <br />The LRRWMO aclu~owledged the five conditions placed on approval. <br />
