• LRRWMO Meeting Minutes <br />May 15, 1997 <br />Page 7 <br />LRRWMO Permit #97-06 -Swift Construction - Residential Driveway Construction -Andover <br />The LRRWMO reviewed Obermeyer's memorandum dated May 12, 1997, regarding his review of <br />LRRWMO Permit #97-06 from Swift Construction to construct a home located approximately 3/4 <br />mile north of Constance Boulevazd and west of Hanson Boulevard in Anoka. The driveway for the <br />home is to encroach within a wetland area meeting the requirements of the 1991 Wetland <br />Conservation Act. The ACD has field inspected the delineation of the wetland limits and has made <br />a detemvnation that the driveway will impact 3,400 squaze feet of wetland area. This impact is within <br />the deminimus exemption of the Conservation Act. It was noted plans indicate that a cross culvert <br />will be installed where the driveway crosses the wetland. In discussions with Andover city staff, the <br />city has a minimum culvert size of 15-inches for driveway culverts. It is recommended that the <br />driveway be constructed with a low point that is a minimum of two feet lower than the proposed <br />structure, thereby providing a positive surface overflow. It was also noted the plans indicate that a <br />wetland azea is located to the reaz, west, of the proposed structure. No encroachment is proposed <br />within this wetland area. It is recommended that the builder work with the City of Andover in <br />ensuring the structure is built a minimum of two feet above either the 100-yeaz frequency flood <br />elevation of this wetland area and/or 2 feet above the surface overflow from this wetland area. <br />• Jankowski noted Obermeyer indicates this project meets the requirements of the LRRWMO and <br />recommends approval subject to seven conditions. <br />Motion by Weaver, seconded by Ferguson, to approve LRRWMO Permit #97-06, Swift <br />Construction, residential driveway approximately 3/4 mile north of Constance Boulevard and <br />west of Hanson Boulevard, Andover, subject to the following conditions: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />2. At the entryway on to the site, rock filter dikes being a minimum of two feet in height <br />and having maximum side slope of four to one must be constructed. These rock filter <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. <br />3. Street sweeping must be undertaken and completed on an as needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />5. The driveway culvert must be constructed in accordance with City of Andover criteria. <br />A low point along the driveway that will provide a surface overflow a minimum of 2 <br />feet lower than the proposed structure must be provided. <br />6. The developer/bu~7der must work with the City of Andover to ensure that the low floor <br />elevation of the structure is constructed a minimum of two feet above the 100-year <br />frequency flood elevation of the wetland area to the rear, west, of the structure or two <br />feet above the surface overflow elevation of the wetland area. <br />
