LRRWMO Permit #97-07 -Tower Pond 3rd Addition -Anoka The LRRWMO reviewed the memorandum from Obermeyer dated May 13, 1997 indicating his review of LRRWMO Permit #97-07 from Tiller Corporation for the installation of a storm sewer system between Lots 18 and 19, Block 1, of the Tower Pond 3rd Addition in Anoka. This system is shown to dischazge into awetland/water quality azea that was constructed in 1992 as part of the original project approved by the L]tRWMO. The storm sewer system provides the outlet for a roadway low point along Edith Patch Drive. This low point functions as a ponding basin for high intense rainstorm events. It is recommended that the storm sewer, C.B.16-C.B. 14 to the system outlet, and/or combination of pipe and overflow capacity be designed to convey the critical 100-yeaz frequency dischazge at this low point. The elevation where water can enter a structure must be a minimum of one foot above the surface overflow, if sufficient pipe capacity is not provided. • Jankowski reviewed Obermeyer's indication this project meets the requirements of the LRRWMO and recommendation for approval subject to five conditions. Schultz explained this is a continuation of the original Tower Pond project and grading is completed. Jankowski inquired regarding submittal of the revised storm water computation Dale Hamilton, Tiller Corporation, stated they are routine calculations for the overflow. Chazlie Pfeiffer, Tiller Corporation, added everything was approved under the original application but since there was a two yeaz lag, Schultz asked them to resubmit. Motion by Haas, seconded by Ferguson, to approve LI2RWM0 Permit 97-07, Tower Pond 3rd Addition, Anoka, subject to the following conditions: 1. The erosion control measures must be constructed at the initial stages of construction and be maintained until all areas altered on the site have been restored. 2. At the entryway on to the site, rock filter dikes being a minimum of two feet in height and having maximum side slope of four to one must be constructed. These rock filter dikes will- enable construction traff-c to enter the site and also provide an erosion control facility. The rock dikes must be continually maintained during the construction phase of the project. An additional rock dike must be installed at the driveway entryway from this site to Lot 4. 3. Street sweeping must be undertaken and completed on an as needed basis.
