<br />LRRWMO Meeting Minutes <br />April 17, 1997 <br />Page 3 <br />BWSR Flood Damage Survey <br />Jankowski reviewed the letter from BWSR informing of the flood damage survey and grant funds <br />which are available. <br />Informational; Jankowski will further review and report back if action is appropriate. <br />Discussion with Barr Engineering -Bob Obermever <br />Jankowski explained Obermeyer had inquired how the working relationship is going between the <br />LRRWMO and Barr Engineering and is present today to informally discuss those issues. <br />Obermeyer stated he wants to make himself available to answer questions. He stated they attempt <br />to respond to permit applications in a timely manner and he believes the conditions placed on permits <br />aze appropriate, common sense, and straight forwazd. He stated he believes things aze working well. <br />• Jankowski noted that with projects involving restoration and erosion control, the city conducts the <br />inspection. However for lazger projects, the LRRWMO has asked Barr Engineering to be involved <br />with inspections. Oberrneyer recommended that field verifications of wetland delineations be <br />conducted by the Anoka Conservation District. He explained the requirements involved with the <br />creation of wetlands and wetland banking, and suggested those aeeas be tracked to assure compliance <br />is maintained. <br />Obermeyer addressed the issue of placing covenants on structures adjacent to storm water structures <br />and low elevation of living areas. He strongly encouraged that as development proceeds to write on <br />the title regazding low floor elevations, or to require certification that footings have been constructed <br />at the required elevation. <br />Schultz wmmented on the importance of the certification being conducted by a registered engineer. <br />Haas advised that Andover currently verifies footing elevation and low floor elevations by three <br />different methods. <br />REPORT OF OFFICERS <br />1997 First Quarter -Andover Anoka.
