LRRWMO Meeting Minutes <br />April 17, 1997 <br />Page 4 <br />OLD BUSINESS <br />Review Newsletter Article -Jankowski <br />Not available; tabled to May 15,1997 meeting agenda. <br />NEW BUSINESS <br />LRRWMO Permit #97-03 -Echo Hills 2nd Addition -Andover <br />Obermeyer advised he has requested additional information from the developer but this has not yet <br />been received. Consensus was reached to table consideration of LRRWMO Permit #97-03, <br />Echo Hills 2nd Addition, to the May 15, 1997, meeting. <br />LRRWMO Permit #97-04 -Goodrich Field -Stadium -Anoka <br />Schultz advised a permit has been submitted to construct a stadium including earthwork, bituminous • <br />paving, irrigation, retaining walls, bleachers, press box, concession building, athletic track, fencing, <br />storm sewer, sanitary sewer, lighting, seeding and sodding, and other work for the purpose of <br />competitive football and soccer. He reviewed the revisions to be made to the storm sewer area and <br />advised the applicant, Anoka-Hennepin Public Schools Independent School District No. 11, would <br />like to proceed once bids aze received and awarded. <br />Motion by Weaver, seconded by Ferguson, to approve LRRWMO Permit #97-04, Goodrich <br />Field Stadium, Anoka-Hennepin Public Schools Independent School District No. 11, to <br />construct a stadium subject to: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />2. At the entryways on to the site, rock filter dikes being a minimum of two feet in height <br />and having maaimum side slope of four to one must be constructed. These rock filter <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. An additional rock dike must be installed at the driveway <br />entryway from this site to Lot 4. <br />3. Street sweeping must be undertaken and completed on an as-needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit <br />applicant is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />5. The permit applicant should be advised that an NPDES Construction permit from <br />Minnesota Pollution Control Agency will also be required for this project. <br /> <br />Vote: 4 ayes, 0 nays.
