LRRWMO Meeting Minutes • <br />January 16, 1997 <br />Page 4 <br />DNR Amendment Reauest for Review and Comments <br />The LRRWMO reviewed the Request for Review and Comment on DNR Permit #90-6229 for <br />Mn/DOT's project to reconstruct the Highway 169 bridge between Anoka and Champlin. <br />Schultz advised he attended the preconstruction meeting on this project and noted the application has <br />been sent to the DNR for an amendment to their request for review and comment application. He <br />noted the causeway which is part of the project and advised of the construction schedule. Schultz <br />pointed out the mention of the 831 elevation and advised that this may result in flood conditions. <br />However Tom Hovey, DNR, also attended the preconstruction meeting and indicated he was <br />concerned with this plan and felt Mn/DOT had not considered all alternatives for this project or <br />reseazched upstream impact. Schultz advised the City of Anoka has relayed similar concerns with <br />regazd to elevation and potential for flooding, and asked about upstream impact and ice jamming. <br />Ferguson asked if Anoka has upstream residents that maybe in danger of flooding. Schultz stated <br />this is correct. <br />Weaver inquired regazding the jurisdiction of the LRRWMO in this project. Schultz advised that the • <br />actual contracts have not yet been signed. Jankowski noted the LRRWMO has the opportunity to <br />comment and concerns should encompass potential for flooding, elevation, navigation, etc. <br />Weaver reviewed concerns expressed during the Coon Rapids dam project and their determination <br />to lower the pool for two years. He noted this project will continue and the only other alternative <br />is to use barges, which will not work in this case. Weaver stated he believes this method of <br />construction maybe the best of the alternatives considered. <br />Jankowski noted that the State may need to purchase flood insurance for several years for the <br />upstream properties. <br />Schultz asked if there maybe other alternatives which have not yet been explored, such as using a <br />concrete saw and crane for removal of the old bridge. He stated he agrees with comments expressed <br />by Tom Hovey that more research needs to be done on possible other alternate methods. <br />Weaver stated the role of the LRRWMO is to raise concerns, such as the potential for construction <br />increasing elevations above the flood level during the on-set of spring run-off and express them to <br />the authorities who do have jurisdiction with this permit. He explained the river level conditions <br />which result in ice jamming and constriction of water flow and pointed out the time of construction <br />is taking place during the period of highest water levels and will constrict the total flow of the river <br />to one-half which will increase the potential for flooding. • <br />
