• LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />(WORKSESSION MEETING) <br />NOVEMBER 20, 1997 <br />CALL TO ORDER <br />Acting Chair Weaver called the meeting to order at 8:45 a.m. in the Committee Room of Anoka City <br />Hall. He noted the lack of a quorum of voting members and requested that an informal discussion <br />be held on LRRWMO Permit #97-10, Anoka County Regional Park Revisions. <br />ROLL CALL <br />Voting members present were Acting Chair John Weaver, Anoka and Ben Ferguson, Coon Rapids. <br />Voting members absent were Chair Steve Jankowski, Ramsey and Todd Haas, Andover. <br />Also present was Ray Schultz, Anoka Alternate; and Nick Eoloff, Anoka County Pazk Depaztment <br />Landscape Architect. <br />• NEW BUSINESS <br />LRRWMO Permit #97 10 -Anoka Counter Regional Park -Revision <br />The permit update memorandum was noted which indicated Barr Engineering will be handling <br />notification of the wetland fill encroachment and requesting comment. <br />Nick Eoloff, Anoka County Pazk Department Landscape Architect, reviewed the revision to the <br />bicycle and horse riding trails by the canoe/boat launch pazking lot, Pazkway A. He noted the area <br />of wetland encroachment and explained that due to the high expense of a boardwalk, they decided <br />they would prefer to pave that trail area which would be more useable to bikers. <br />Mr. Eoloff stated their engineers have determined the square footage of encroachment and an area <br />for mitigation between Street D and Street A which is an open azea and will provide nice views for <br />people entering the park. <br />Weaver inquired regarding the alignment and route of bike and horse trails. Mr. Eoloff reviewed the <br />locations of both and stated they have added to the trail length by 1.5 to 2 miles. <br />Mr. Eoloff advised they propose a 5:1 slope and will request banking since it is four times as large <br />as required (over and above the 2:1 ratio). He explained the rough grade is finished and the project <br />is now on hold due to the winter weather. Class V and blacktopping will be done next year. Mr. <br />Eoloff stated the banking credits may be used in this project or future projects. <br />Schultz and Ferguson stated they aze comfortable with this revision. Weaver concurred and stated <br />it appeazs to be a "natural" fit. <br />
