<br /> <br /> <br /> <br />The proposed runway uses the same orientation as the existing <br />landing strip. The southeast end of the runway becomes the point of <br />beginning for the proposed runway, as existing obstructions to the <br />southeast control permissible location of that. end of the runway. The <br />railroad must be provided with 17 foot minimum clearance in the approach <br />area. .Power lines must be buried or rerouted out of the clear zone. <br />Near the north end of the existing landing strip, an extension of a county <br />highway is under construction (.See Exhibit B). <br />The construction of this road would require a clearance of 17 feet and <br />therefore limits the runway, with its clearance restriction on the south- <br />east to 3000 feet including the thresholds. This would limit the actual <br />paved runway surface to 2600 feet, which is less than the minimum permissible <br />runway length for a utility airport in this area. The primary zone (500' <br />x 3700') can be located on the existing site with no space or ground <br />obstruction problems. However, when both the Clear Zones and Zones A are <br />positioned at each end, a number of problems result. Both proposed Clear <br />Zones have occupied buildings within their boundaries. The southeast Clear <br />Zone has commercial enterprises with large parking and building areas. The <br />northwest Clear Zone has a number; of houses and some commercial development <br />within its boundaries. <br />As required by the funding agencies, the sponsor must own or have fee title <br />to at least the first thousand feet of the Clear Zone and have restrictive <br />easement over the rest. <br />The present uses in the Clear Zone in the southeast are commercial establish- <br />ments, including a restaurant, an office building and a large truck stop. <br />The northwest Clear Zone has at least three (3) residences, one commercial <br />establishment and a new county road.
