<br /> <br /> <br /> <br />Alternate D aligns M1!E-SW and pivots on the existing landing strip <br />approximately 850 feet north of the railroad. The alignment has the <br />least problem on ground space excepting the crossing of the county <br />road presently under construction. The Clear Zone and Zone A appear <br />to be relatively free of buildings and obstructions. There could be <br />some obstructions between the railroad and Highway 10, however these <br />' structures are on a recreational vehicle sales lot. These obstructions <br />are minor in comparison to the obstructions on the zones of the existing <br />strip alignment. <br />This alignment has a major drawback in its orientation to the wind <br />direction. A wind rose analysis was not completed on any of the three <br />runway alignments, however, it is common knowledge that the predominating <br />wind direction probably is in the same alignment as the existing landing <br />strip. The funding and approving .agencies require that 90% of the winds <br />must be on the primary runway alignment or a crosswind runway would also <br />be required.. This is necessary to achieve coverage of a major portion of <br />the winds. <br />Alternate D fails as a potential alignment primarily for two reasons, <br />its alignment would not take advantage of desired winds for approach <br />and takeoff and, secondly, the runway would cross the county road under <br />construction. <br />It is our opinion that alternate D alignment would not be feasible as an <br />alignment for a new Mn/DOT and FAA approved airport facilities site based <br />on the above reasons. <br />- 12 - <br />
