In 1976 <br />the city adopted a plan for the proposed urbanized portion of the <br />city. Exhibit A shows the zoning in that area as it relates to the <br />existing airport. <br />II. Purpose of Study <br />As part of the City's continuing planning process, the practicalities of <br />continued existence of the airport must be examined. To the extent that <br />the existing airport is privately owned and located on private property, <br />its continued existence becomes an economic determination by the property <br />owners rather than a public decision by the city council. In addition, <br />since public funding is not available to the present facility, there are <br />severe economic limitations to the improvements that can be made to the <br />present facility. <br />At the same time, since public ownership is required for both federal and <br />state funding as well as for control of its continued availability, it is <br />necessary to determine whether acquisition of the facility by the City of <br />Ramsey in its present location is in the public interest or whether a new <br />facility on an alternate site may better serve the public interest. <br />The objective of this study is to establish a basis for making that <br />determination. <br />Specifically, the major goal of the study is to determine whether the <br />existing airport can be feasibly expanded and otherwise improved to <br />-2- <br />
