General Discussion <br />In order to develop and/or expand airport facilities with state and <br />federal aid, agencies of both levels of government require that certain <br />guidelines be followed. <br />As a primary requirement, the sponsor of the airport must be a unit of <br />government. The sponsor of this study is the City of Ramsey which <br />neither owns nor operates the present facilities under study or regulates <br />it except in the case of its own zoning and subdivision ordinances. The <br />city has sponsored this study with the intent of either preserving the <br />present airport or replacing it with a publicly-owned facility as an <br />attraction to business and industrial development and the associated tax <br />base and increased job opportunities. <br />If the airport facilities under study were determined to be suitable as <br />a site, the site would have to be acquired by the city along with <br />additional land.
