Under present conditions <br />the requirements fora completely developed basic utility airport <br />would be the basis for evaluating the existing facility. <br />In the case where a city has facilities previously constructed with <br />state funds either shared or in full, the Department of Transportation <br />will allow development of the existing facility to meet minimum standards <br />for licensing. <br />In the case of this study, however, the facility would not be eligible <br />for funding unless it can be fully developed according to requirements <br />of both the Mn/DOT and the FAA. <br />B. Requirements <br />1. Runway and Clear Zone - The basic requirement for location and <br />acceptance of a site for an airport facility is ground space oriented. <br />Runway and approach areas must be controlled both on the ground and in <br />the air space. To control either, the sponsor must do so by outright <br />ownership of the land and/or hold restrictive easement and zoning <br />ordinances on the land. The air space must also be zoned to allow for <br />,r unrestricted access to the facilities from the air. <br />In order to provide facilities to accommodate the air traffic and <br />fixed operations that occur at the present site, it would be necessary <br />to develop the new airport under the requirements for a Basic Utility <br />II <br /> <br />Airport. <br />-4- <br /> <br />
