Of the existing seven reliever airports, runway extensions and/or new runways <br />are recommended at four of them: Anoka County-Blaine, Flying Cloud, Lake Elmo, <br />and Airlake. MAC is currently proceeding with the recommendation of the Anoka <br />County-Blaine Airport comprehensive development plan to extend Runway 8/26 to <br />its ultimate length of 4,000 feet. In addition, a new pazallel runway, 17R/35L, is <br />recommended to increase capacity at this already operationally constrained facility. <br />With the construction of a parallel runway, the existing primary runway (17/35) <br />would be shortened to 3,500 feet and used primarily for training. This runway project <br />is consistent with rnmprehensive development plan recommendations. MAC is also <br />currently preparing to extend Flying Qoud's primary runway to 5,000 feet, which. is <br />the maximum runway length allowable at a "minor" airport. A runway extension at <br />Lake Elmo is recommended to attract aircraft from overburdened facilities. The <br />existing wmprehetuive development plan recommends a runway extension of 1,000 <br />feet at Lake Elmo for an ultimate length of 3,500 feet. Airlake Airport's 1989 <br />comprehensive development plan recommends that the airport's primary runway be <br />extended to 5,000 feet and a 3,500-foot long crosswind runway be constructed. <br />Implementation of this recommendation would greatly increase the airport's ability <br />to operate in all wind conditions and accommodate more demanding aircraft. <br />In calculating the runway length for the recommended general aviation airport <br />in Search Area "A," performance curves were used for typical transport aircraft that <br />account for 75 percent of the fleet at 60 percent useful load. When a 15 percent <br />increase is applied to account for wet tumvay conditions, an estimated ultimate <br />runway length of 6,000 feet is derived. This rernmmendadon is within the limits set <br />forth for regional "intermediate" airports. Although 6,000 feet is the ultimate <br />recommended length, actual conditions will dictate runway length once a site is <br />selected. Initially, a new airport in Seazch Area "A" could be developed as a minor <br />airport with a primary length of 5,000 feet. Ultimately, however, this facility should <br />have the capability of being upgraded to a 6,000-foot long primary runway with a <br />crosswind rumvay. <br /> <br />V-21 <br />
