NAVAIDs located at South St. Paul consist of VASLs on Runway 16/34,
MIRI, and a wind sock. No additional NAVAIDs aze required for the airport
during the planning period.
While South St. Paul does not have full instrument landing capabilities, non-
precision instrument approaches aze possible using the airport's NDB. The airport's
existing nonprecision capability will be adequate throughout the planning period.
(4) g~
Although current activities are relatively low, South St. Paul's proximity to
both St. Paul Downtown and Minneapolis-St. Paul Intemationai airports and its
location immediately under the departure and arrival flow of both airports limits the
possibility for IFR approaches to the airport. IFR approaches on Runway 34 aze not
feasible because operations at St. Paul Downtown would then be totally dependent
oa this approach. Therefore, it is not recommended that a precision approach be
pursued at South St. Paul Airport.
(5) 9~roort~, Environs
Access to the airport is via Interstate 494 at the Fifth Street exit. The airport
is surrounded primarily by residential development with an industrial pazk and
commercial complex located on its western side. The airport land emrelope consists
of approximately 204 acres, a portion of which is leased for agricultural use.
South St. Paul Airport management indicates there is undeveloped land
adjacent to the existing airport boundazy. This property is reportedly not zoned for
airport use, however, and it tray be difficult to develop for aviation-related activities.
Tltese off-airport properties aze not required to meet the airport's landside
development requirements, but the airport sponsor may wish to pursue the feasibility
of acquiring this adjacent property and seek a revision to existing zoning.
V-60
