If the recommendations for a pazallel runway at <br />Anoka County-Blaine are implemented, 43 based aircraft will require relocation in order <br />for this airport to achieve an operational capacity of 80 percent. Tf a pazallel rumvay is not <br />implemented, more than 190 projected based aircraft would require relocation. Regazdless <br />of the development scenario at Anoka County-Blame, there will be demand to justify a new <br />airport in the northwestern portion of the study area. Approximately 100 based aircraft can <br />be expected to locate at a new general aviation airport. Besides Anoka County-Blaine, <br />some aircraft can be expected from other system relievers. Also, if Gateway North <br />Industrial and Buffalo Municipal airports aze not able to be developed as indicated in their <br />current master plans, aircraft projected for these airports could be attracted to a new <br />general aviation facility. • <br />Previous studies have been undertaken to investigate the feasibility of locating a new <br />airport in Hennepin County; however, a specific site has not yet been identified. <br />Considering the operational constraints at Anoka County-Blaine and Crystal and the time <br />involved with constructing a new airport (10 to 15 years), it is important to immediately <br />begin to resolve the many issues associated with the construction of a new airport. The <br />following requirements for a new airport are based on the recommendations to the reliever <br />system being implemented in full. The contingenry overview for the new general aviation <br />airport addresses the implications for a new airport if key components of the recommended <br />plan are not implemented. To begin the construction of a new airport by the end of the <br />planning period, it is necessary to start the process as soon as possible. <br />(1) Qperationai_ Canacity <br />The annual operational capacity of a new general aviation airport is estimated <br />to be 230,000 operations.
