Aland envelope of approximately <br />500 acres should accommodate a 6,000-foot long rumvay and airport-owned runway <br />protection zones (1ZPZ -formerly the cleaz zone) with a precision approach at one <br />end and a nonprecision approach at the other. This runway should include a pazallel <br />^ taxiway. This new facility should be equipped with a nonprecision approach, which <br />should be upgraded to a precision approach as operations warrant. ItEl7s, runway <br />lights, approach lighting, an airport beacon, wind sock, and wind tee aze also <br />recommended. Anew general aviation airport should plan for the ultimate <br />construction of a crosswind amway. Additional coverage should be considered when <br />the airport is sited to accommodate an additional rumvay. <br />(4) Area Airspace <br />A preliminary analysis of airspace considerations is Seazc6 Area "A" indicates <br />that ao major conflicts would exist because most of the seazch area is more than 20 <br />miles from Minneapolis-St. Paul International The actual site location and runway <br />orientation will determine the impact that a new airport will have on VFR and IFR <br />operations at neighboring Crystal and Anoka County-Blaine airports. It is likely that <br />there will be no VFR impacts unless the location of the new airport is within eight <br />to 10 miles of the existing airports. <br />(5) Funding Rgquiremente <br />An estimated development cost of slightly less than S11.6 million is required <br />to develop an airport with a 500-acre land envelope, a 5,000-foot long by 100-foot <br />wide runway, parallel taxiway, required aircraft storage for 100 based aircraft, and <br />a precision approach. These development costs do not include potential relocation <br />and acquisition costs for residents or businesses that could be located at or neaz the <br />airport site. Fa addition, infrastructure costs for a new airport (i.e., water, sewer, <br />eta) cannot be estimated until potential sites have been identified Additional <br />funding will be required for an ultimate rumvay extension and a crosswind runway. <br />V-104 <br />
