<br />(6) Svstem Plan Contingency <br />It is recommended that a site selection study be initiated as soon as possible <br />to determine if adequate airport sites are available in the seazch azea. If the site <br />selection is delayed too long, available property will become increasing difficult to <br />obtain. If a site or sites aze available, a comprehensive airport development plan and <br />em+ironmental assessment/environmental impact statement would be required. If <br />demand does not increase as rapidly as projected, land banking is recommended to <br />preserve a suitable airport site. <br />If a pazallel runway is not developed at Anoka County-Blaine, demand for a <br />new general aviation airport will be accelerated. Without a new runway to increase <br />the operational capacity at Anoka County-Blaine, the airport will be overburdened <br />by 128,000 operations by the end of the planning period. For Anoka County-Blaine <br />to operate at 80 percent of capacity, more than 190 unconstrained based aircraft <br />would have to divert. No existing airport or combination of airports in the azea could <br />effectively accommodate this level of demand. <br />If a new general aviation airport is not implemented, a portion of the area's <br />unnerved demand could be served by Buffalo Municipal Airport. The location of this <br />facility, however, is such that it is not a realistic reliever for Minneapolis-St. Paul <br />International. Buffalo Municipal is located more than 40 miles from Minneapolis- <br />St. Paul International. It is recommended that Buffalo Municipal be developed as <br />indicated in its current master plan (see following section) to serve as a contingency <br />airport is case a new general aviation facility is not possible. In addition, Gateway <br />North Industrial could accommodate some of the locally generated demand if it is <br />developed to its full potential. This airport, however, has a limited land envelope to <br />accommodate air and landside facilities, and is not capable of serving a significant <br />level of regional demand A second contingenry would be to re-initiate the seazch <br />V-105 <br />
