Operating capacity at Lake Elmo Airport is adequate <br />to absorb projected demand as well as accommodate <br />possible diversion from other reliever system airports, <br />most noticeably St. Paul Downtown. Adequate property <br />exists to accommodate additional landside facilides that <br />will be required to meet future demand. By 2008, an <br />additional 53,000 square feet of conventional hangar <br />space, 35 T-hangazs, and 14 de-downs could be required. <br />Ternrinal/administradve facilities also need to be <br />increased by the end of the planning period by 4,600 <br />squaze feet. <br />To more effectively meet its role as a reliever, it is <br />recommended that Lake Elmo achieve an ultimate <br />runway length of 3,500 feet as indicated in its master <br />plan. Because pazallel primary runways will not be needed for capacity enhancement, extending <br />Runway 3/21 by 1,000 feet may be a viable and cost- <br />effective option. Runway 3/21 should ultimately be <br />widened to 100 feet. Runway end identifier lights <br />(REILs) for all runway ends and a precision approach <br />path indicator (PAPI) for Runway 3 are also <br />recommended. An NDB is also recommended. By <br />improving airfield facilities and associated NAVAIDs, <br />Lake Elmo Airport can become a more viable alternative <br />for attracting additional reliever system demand.
