1/31/79 AC 150/5900-1B <br />b. Budget Information - Part III. This part is to be used to submit <br />all budget information pertaining to the proposed planning grant. Cost <br />estimates should be broken out by direct and indirect costs as specified by <br />the object class categories listed. The total cost of third -party contracts <br />should be lumped together and listed on line f of Section B. Section C <br />requires a listing of non -Federal resources that are to be utilized as the <br />sponsor's matching share. Guidelines for determining what the matching share <br />may consist of are specified in Appendix 2. Sections D and E are to be <br />used to indicate forecasted cash needs. Only those amounts anticipated to <br />be disbursed during each time period should be shown. Section F is to be <br />submitted as an attachment on separate sheets of paper and should include a <br />separate breakdown of costs by the specific activities and work elements of <br />the study described in the application work program outlined in Section IV. <br />This breakdown should be developed on a man-hour and cost per man-hour basis, <br />taking into account categories of employment to be utilized in each activity <br />or element of study. Force account work which will be accomplished under <br />third -party contracts between the sponsor and consultants should be listed <br />separately. Direct expenses such as travel should be related to particular <br />activities or elements of the study. Prior to submission of the application, <br />sponsors should consult with FAA field offices regarding project costs to <br />insure that they are reasonable and to negotiate any misunderstandings which <br />may arise concerning the cost and scope of individual work elements. This <br />could expedite application approval. <br />c. Program Narrative (Part IV). The program narrative is to be sub- <br />mitted as an enclosure and should contain the following items as a minimum: <br />(1) Obiective. A brief summary of the general objectives in <br />applying for the grant. <br />(2) Benefits Anticipated. A statement as to the benefits <br />anticipated as a result of this planning effort. It should include a summary <br />of significant areas that exist and are to be addressed in the study and <br />previous planning efforts that will be utilized and updated as a result of <br />this effort. <br />(3) Approach. A description of the work program that will be <br />developed in the study. This documentation should include a detailed outline <br />of each activity or work element to be performed in the planning project <br />together with a proposed time schedule for accomplishment. The detailed <br />descriptions of the study elements contained in the system and master <br />planning advisory circulars should be used as guidance in preparing work <br />programs, but sponsors should adapt those descriptions to their study needs. <br />Study efforts will vary depending on the complexity and size of the area <br />the airport or system of airports is to serve, on the status of those" <br />airports, and on information which may be available from earlier planning <br />efforts.
