It is suggested that each application copy be placed in a <br />separate binder and that each part of the application be tabbed. The binder <br />cover should identify the name of airport and the sponsor if the application <br />is for a master plan or the location of the project and the sponsor if the <br />application is for a system plan. The type project (master plan, state <br />system plan, regional system plan, metropolitan area system plan, or <br />continuous system plan) should also be identified along with the date of the <br />application. Each of the three application binders should be identified by <br />copy numbers 1 (for original forms and documentation), 2, and 3. If the <br />submission is for a revision of a previous application, only the documentation <br />affected by the revision is required. <br />26. STAGE FUNDING. In certain instances it may be advantageous to fund a <br />planning effort in stages. In these cases, the sponsor has the option of <br />submitting a separate project application for each stage or submitting one <br />for the entire planning effort. Although one method is not preferred over <br />the other, circumstances may make one approach more applicable than the <br />other. For instance, studies involving site selection may best be <br />accomplished by separate project applications for pre- and post -site <br />selection activities. Where fiscal limitations are involved, a single <br />project application with staged funding of identifiable work effort may be <br />more appropriate, with limited available resources matched to the incremental <br />effort. <br />27. APPROVAL OF APPLICATIONS BY FAA. The FAA will review each application <br />for conformance with planning project requirements. The primary <br />responsibility for review and approval of an application rests with the <br />FAA field office having jurisdiction over a particular project. If an <br />FAA field office disapproves an application because a project or a sponsor <br />is ineligible for Federal assistance under the PGP, the application will be <br />returned along with a statement of the reasons for disapproval. If <br />application documents require revision, the FAA field office will advise <br />the sponsor of corrections which need to be made and the need for <br />supplementary documentation. Depending on the circumstances, the FAA field <br />office may be authorized to give final approval to the application. In <br />other cases, such approval must be received from either the FAA regional <br />office or FAA Headquarters in Washington. Under either circumstance, the <br />Office of the Secretary of Transportation notifies the appropriate <br />Congressional delegations of grant approvals. After this action is completed, <br />the FAA field office informs the sponsor and issues a grant offer. <br />28. PLANNING GRANT AGREEMENTS. The grant offer is made on Part I of FAA <br />Form 5900-1, Planning Grant Agreement. A sample of the grant agreement <br />form is shown in Appendix 1, Exhibit 2. The information which the FAA <br />supplies on the grant offer portion of the form is self-explanatory. It <br />indicates the type of planning grant, names the sponsor, states the purpose <br />of the project, designates the percentage and amount of the Federal grant <br />Chap 2 <br />Par 25 <br />17 <br />
