a. Actual Reasonable Moving Expenses. <br />(1) Commercial Moves. A displaced individual <br />or family may be paid the actual reasonable <br />cost of a move accomplished by a commer- <br />cial mover. Such expense will be supported <br />by receipted bills. <br />(2) Self Moves. In the case of a self move, the <br />displaced individual or family may be paid <br />actual moving costs if the costs are supported <br />by receipted bills or other evidence of ex- <br />penses incurred, but such payment may not <br />exceed the estimated cost of moving com- <br />mercially. The estimated cost may be pre- <br />pared by a commercial moving company or <br />if qualified, by the Sponsor. <br />(3) Cost of Transportation. The costs of trans- <br />portation of individuals and families to the <br />new location are also eligible. Such costs <br />may be on a mileage basis, not to exceed 10 <br />cents per mile, or reasonable actual fees if <br />commercial transportation is used and may <br />include special services such as the cost of <br />an ambulance to transport invalid displaced <br />persons. The actual reasonable costs of meals <br />and lodging, when the Sponsor determines <br />that such costs are required because of un- <br />foreseen circumstances or practical necessi- <br />ties of the moving operation, are also eligible. <br />b. Moving Expense Schedule. The Federal High- <br />way Administration has established and maintains <br />a schedule of moving expense allowance for each <br />state that is applicable to individuals and families <br />displaced from Federal and federally assisted proj- <br />ects. Sponsors receiving Federal financial assistance <br />through an ADAP/FAAP project will use this <br />schedule. The schedule covers every locality in a <br />state and is based on current local moving costs. <br />The allowance for any individual or family may not <br />be more than $300. <br />(1) Except as provided in subparagraph (2) <br />below, a displaced individual or family who <br />elects to receive fixed dislocation and moving <br />expense allowances in lieu to payment of <br />actual moving expenses is entitled to: <br />(a) A dislocation allowance of $200; and <br />(b) The applicable moving expense al- <br />lowance specified in the schedule of <br />moving expense allowance for the <br />locality in which displacement occurs. <br />(2) Two or more individuals, not family, who <br />occupy the same dwelling, are considered to <br />be a single family for the purpose of this <br />section. <br />c. Owner -Occupants of Multi -Family Dwellings. <br />In addition to the payments for the moving of per- <br />sonal property, himself and his family from the <br />dwelling unit as described in this paragraph, the <br />owner -occupant of a multi -family dwelling is also <br />eligible to receive business moving payments for the <br />personal property owned by him from other units <br />of the multi -family dwelling. <br />73. MOVING PAYMENTS TO BUSINESSES. <br />The owner of a displaced business eligible in accord- <br />ance with the guides of paragraph 71a(1) is entitled <br />to receive a payment for actual reasonable moving <br />and related expenses. In lieu of receiving a payment <br />for actual expenses and losses, a displaced business <br />may be eligible for a fixed payment. <br />a. Commercial Moves. The owner of a business <br />may be paid the actual reasonable cost of a move <br />accomplished by a commercial mover. Such ex- <br />penses will be supported by receipted bills. <br />b. Self Moves. <br />(1) The owner of a displaced business will pre- <br />pare a detailed inventory of the items to be <br />actually moved. When the Sponsor can ob- <br />tain two acceptable bids or estimates from <br />qualified moving firms based on the detailed <br />inventory list, the owner of a displaced busi- <br />ness may be paid, without negotiation, an <br />amount equal to the low bid or estimate. <br />When circumstances warrant, the Sponsor <br />may negotiate a lower amount not to exceed <br />the lower of two acceptable bids or estimates. <br />The business may still claim removal and <br />reinstallation expenses. <br />(2) If such bids or estimates cannot be obtained <br />or if circumstances (such as large fluctua- <br />tions in inventory) prevent reasonable bid- <br />ding in the opinion of the Sponsor, the dis- <br />placed business may be paid for actual <br />reasonable moving costs if the costs are sup- <br />ported by receipted bills or other evidence <br />of expenses incurred. The allowable expenses <br />of a self -move under this provision may <br />include: <br />(a) Amounts paid for truck and/or <br />equipment hired. <br />(b) If vehicles or equipment owned by a <br />business being moved are used, a rea- <br />sonable amount to cover gas and <br />oil, and the cost of insurance and <br />depreciation allocable to hours and/ <br />
