a. Actual Reasonable Moving Expenses. (1) Commercial Moves. A displaced individual or family may be paid the actual reasonable cost of a move accomplished by a commer- cial mover. Such expense will be supported by receipted bills. (2) Self Moves. In the case of a self move, the displaced individual or family may be paid actual moving costs if the costs are supported by receipted bills or other evidence of ex- penses incurred, but such payment may not exceed the estimated cost of moving com- mercially. The estimated cost may be pre- pared by a commercial moving company or if qualified, by the Sponsor. (3) Cost of Transportation. The costs of trans- portation of individuals and families to the new location are also eligible. Such costs may be on a mileage basis, not to exceed 10 cents per mile, or reasonable actual fees if commercial transportation is used and may include special services such as the cost of an ambulance to transport invalid displaced persons. The actual reasonable costs of meals and lodging, when the Sponsor determines that such costs are required because of un- foreseen circumstances or practical necessi- ties of the moving operation, are also eligible. b. Moving Expense Schedule. The Federal High- way Administration has established and maintains a schedule of moving expense allowance for each state that is applicable to individuals and families displaced from Federal and federally assisted proj- ects. Sponsors receiving Federal financial assistance through an ADAP/FAAP project will use this schedule. The schedule covers every locality in a state and is based on current local moving costs. The allowance for any individual or family may not be more than $300. (1) Except as provided in subparagraph (2) below, a displaced individual or family who elects to receive fixed dislocation and moving expense allowances in lieu to payment of actual moving expenses is entitled to: (a) A dislocation allowance of $200; and (b) The applicable moving expense al- lowance specified in the schedule of moving expense allowance for the locality in which displacement occurs. (2) Two or more individuals, not family, who occupy the same dwelling, are considered to be a single family for the purpose of this section. c. Owner -Occupants of Multi -Family Dwellings. In addition to the payments for the moving of per- sonal property, himself and his family from the dwelling unit as described in this paragraph, the owner -occupant of a multi -family dwelling is also eligible to receive business moving payments for the personal property owned by him from other units of the multi -family dwelling. 73. MOVING PAYMENTS TO BUSINESSES. The owner of a displaced business eligible in accord- ance with the guides of paragraph 71a(1) is entitled to receive a payment for actual reasonable moving and related expenses. In lieu of receiving a payment for actual expenses and losses, a displaced business may be eligible for a fixed payment. a. Commercial Moves. The owner of a business may be paid the actual reasonable cost of a move accomplished by a commercial mover. Such ex- penses will be supported by receipted bills. b. Self Moves. (1) The owner of a displaced business will pre- pare a detailed inventory of the items to be actually moved. When the Sponsor can ob- tain two acceptable bids or estimates from qualified moving firms based on the detailed inventory list, the owner of a displaced busi- ness may be paid, without negotiation, an amount equal to the low bid or estimate. When circumstances warrant, the Sponsor may negotiate a lower amount not to exceed the lower of two acceptable bids or estimates. The business may still claim removal and reinstallation expenses. (2) If such bids or estimates cannot be obtained or if circumstances (such as large fluctua- tions in inventory) prevent reasonable bid- ding in the opinion of the Sponsor, the dis- placed business may be paid for actual reasonable moving costs if the costs are sup- ported by receipted bills or other evidence of expenses incurred. The allowable expenses of a self -move under this provision may include: (a) Amounts paid for truck and/or equipment hired. (b) If vehicles or equipment owned by a business being moved are used, a rea- sonable amount to cover gas and oil, and the cost of insurance and depreciation allocable to hours and/
