Comments I-IV and VI-IX of your December 24, 1984 letter <br />have been noted and appropriate revisions or clarifications will <br />appear in the final draft report. <br />Comment V <br />Comment V indicated that operations forecast may be on the high side. <br />The forecast operations for Gateway were developed using the mid-range <br />forecast of based aircraft and applying a mid-range estimate of opera- <br />- lions per based aircraft (710 ops/based aircraft). While this number <br />is in line with both FAA planning guidelines and MC's 1976 operations <br />per based aircraft, it may in fact be somewhat on the high side <br />considering preliminary data developed for MC's current system plan <br />update. Preliminary data from MC's study indicates actual operations <br />per based aircraft of 374 in 1983, down significantly from the 1976 <br />__ figure of 700 per based aircraft. Preliminary forecasts then indicate <br />a modest increase system-wide to 412 ops/based aircraft by 2003. We <br />are not aware of the methodology used to derive the new historic and <br />forecast numbers, but on the surface the new forecasts appear to be <br />very conservative both in numbers of based aircraft and operations. <br />Considering that historically, a high level of training and profi- <br />ciency operations occur at Gateway, we would expect number of opera- <br />: lions per based aircraft to tend towards the higher side of the range. <br />Using a more conservative figure of 530 ops/based aircraft (on par <br />with Lake Elmo and Crystal, 1976) would indicate approximately 17,000 <br />- operations in 1993 and 25,400 operations by 2003. <br />ci vi! • rnunicipu! • plmrrring • soils • larrc! sevveming • lmrdsrape archirecrtun <br />
