<br />supporting services necessary or appropriate in providing the transit services. The Contractor <br />shall take all steps necessary to ensure the safety and reasonable comfort and convenience of the <br />public utilizing the transit services. The Contractor shall provide for full and competent <br />technical services to handle and correct any and all problems that arise associated with the <br />operation of the transit services provided under the agreement. <br /> <br />2.02 Adjustments in Service Plan. At its sole discretion, the City Council may from <br />time to time adjust the Service Plan set forth in Exhibit A. The City Council shall give the <br />Contractor thirty calendar days written notice of any adjustments in the Service Plan. In <br />conjunction with such notice, the City Council shall provide to the Contractor a revised Service <br />Plan, along with corresponding adjustments in trip routes, time points on the trips, In-Service <br />Hours for each trip, and NTD Revenue Hours. <br /> <br />2.03 Regional Performance Standards; Operator Handbook. The Contractor agrees <br />that the transit services provided under the agreement shall meet the established regional <br />performance standards and conform to regional transit policy as described in the Metropolitan <br />Council's Transportation Policy Plan, as may be amended, revised, and supplemented by the <br />Metropolitan Council from time to time. The Contractor shall perform day-to-day operations in <br />accordance with the established practices, guidelines, and requirements found in the <br />Metropolitan Council's Metropolitan Transportation Services ("MTS") Contracted Operator <br />Handbook, as it may be amended, revised, and supplemented by the City Council from time to <br />time. Contractor shall consult with the Project Administrator for any interpretations of the <br />Operator Handbook. <br /> <br />2.04 Collection of Passenger Fares <br /> <br />a. Fare Collection Responsibility. The Contractor shall provide for the collection from <br />each passenger of such fares, and only such fares, as are specified in the most current <br />Metropolitan Council-adopted Fare Policy. The Contractor shall also comply with all Fare <br />Policy practices, procedures, terms, and conditions as may be directed by the City Council with <br />regard to matters such as passes, tickets, coupons, tokens, transfers, and the like. The <br />Metropolitan Council may at its discretion amend its Fare Policy from time to time and the <br />Contractor shall charge the fares and conform to the practices, procedures, terms and conditions <br />specified in the most current Metropolitan Council-approved Fare Policy. <br /> <br />b. Council Provided Fare Collection Equipment. In order to provide for correct <br />operation of the Metropolitan Council's Go-To proximity card fare system, the City will supply <br />each Contractor operations facility with Wireless Local Area Network (WLAN) equipment <br />including access point, garage computer, and connection to the Metropolitan Council's central <br />computer. The City will also provide the Contractor with a Portable Data Unit to facilitate <br />correct GFI fare box operation. <br /> <br />c. Installation and Maintenance of Fare Collection Equipment. The City will <br />provide for initial installation and set-up of the Go-To garage computer and WLAN equipment <br />at each Contractor operations facility. The City may, at its option and expense, install a T-l <br />computer line in the Contractor's operations facility for operation of the fare collection system. <br /> <br />6 <br />
