PERS CASE #: ~' 0' CONSIDER APPOINTMENT OF GALLAGHER BENEFIT SERVICES, INC. AS AGENTIBROKER OF RECORD FOR HEALTH AND DENTAL INSURANCE PROGRAMS AND COBRA ADMINISTRATION AND TERMINATE AGF,NT OF RECORD RELATIONSHIP WITH CBIZ. By: Colleen Lasher, Human Resources Technician Background On March 23, 2010, the City Council authorized staff to issue an RFP for Agent/Broker of Record services for health and dental insurance and COBRA administration, As the Council will recall, an AgentlBroker of Record serves the City by advising and assisting the City in encouraging consumerism and designing health programs; advising and assisting the City in controlling health and dental care costs and evaluating plan design options; advising the City on potential gaps or overlaps in coverage's, and negotiating with carriers on the City's behalf. The RFP was conducted and the City received eight RFP responses. The City's Deputy City Administrator~Director of Community Development, Human Resources Manager/Assistant Administrative Services Manager and the Human Resources Technician interviewed three of the Agent/Broker of Record firms. The Personnel Committee did review this case on June 8, 2010, Staff was directed to provide additional information regarding the evaluation criteria. This information is attached as Addendum A. Recommendation: Staff recommends that the City Council approve Gallagher Benefit Services, Inc. as the City's new Agent/Broker of Record and terminate the Agent/Broker of Record relationship with CBIZ, effective July 1, 2010. Addendum A, which is attached, shows the evaluation criteria used by staff. It should be noted that Gallagher Benefit Services, Inc. offers unlimited HR support, training, and consulting through their "HRadvantage" feature at no additional cost to the City. Another valuable feature is web based "Connect2MyBenefits" feature which provides employees with personalized benefit information offering services directly to employees with reduced HR resources. The annual cost for this service is $11.00 per employee per month, or about $8448 per year based on the City's current enrollment. Funding Source Staff negotiated the fee structure and has atwo-year commitment which is equal to the fees currently paid to CBIZ. No additional funding is required to change the City's Agent/Broker of Record.
