assignment. Ms. Nelson reported that management would like flexibility and discretion with regard <br />to wages to address unforeseen or unusual circumstances. Chair Dehen commented that with <br />discretion comes a needed criteria for which to base an increase. Councilmember McGlone asked if <br />the increased wages would be returned to the previous amount once the extra duties ceased. Ms. <br />Nelson reported that in the past, interns working for the City would likely move on to other <br />opportunities before that would happen. Councilmember McGlone inquired how often the City <br />would hire the current intern for a regular position. Ms. Nelson reported that we have had a couple <br />of interns end up being hired as regulaz employees, but most move on to other positions outside of <br />the City. Councilmember McGlone asked how much the city would pay a temp agency. Ms. Lasher <br />responded that the amount would likely be significantly more, but she could do some checking. <br />Councilmember Jeffrey reported that his employer pays $15.00 per hour just for a receptionist to <br />answer the phone, which is far less rigorous than the type of work that our interns do. All members <br />agreed to the following motion. <br />Motion to recommend that the City Council authorize a formal three step intern wage scale as <br />follows with earlier wage increases being brought forward to Personnel Committee for consideration <br />and subsequent recommendation to the City Council. <br />Starting wage $12.00 per hour <br />After 1-year $13.00 per hour <br />After 2-years $14.00 per hour <br />Action: <br />Ratify the recommendation of the Personnel Committee. <br />Case 3 Consider a Resolution Authorizing Staff to Begin a Recruitment Process for a Economic i <br />Development Marketing Manager <br />Background: <br />The Committee discussed the case and Mr. Ulrich reported that the economic development position <br />remains as part of the budget discussions. Plans are to keep the economic development position in <br />the budget and to remove the HR Manager/Assistant Administrative Services Manager from the <br />budget. Chair Dehen reported concerns over the contract with Landform and that the City pays a lot <br />of money to consultants only to wean away from them. Councilmember McGlone stated that it is <br />his recollection that the City always hires consultants. Councilmember McGlone stated that he is <br />concerned about the hole left by Sean Sullivan. Chair Dehen spoke about the $15,000 retainer with <br />Landform and asked about having work done outside of TownCenter. Mr. Ulrich reported that it <br />would be of value to have trained in-house economic development staff as the City transitions out of <br />the development role over time. Councilmember Jeffrey said he felt the position was warranted and <br />Councilmember McGlone agreed. Chair Dehen opposed. <br />Motion to recommend that the City Council authorize the case as presented. <br />Action: <br />No action required at this time. The Deputy City Administrator/Director of Community <br />Development will be on vacation the week on July 26, 2010 and would like to be available to <br />respond to questions regarding this case. This case will be brought forward at the regular City <br />
