ECONOMIC DEVELOPMENT & MARKETING MANAGER-SCOPE OF RESPONSIBIUTY STAFF UAlSON TO EDA: · Provide staff support to active Economic Development Authority- develop and/or revise and manage economic development incentive programs for recruitment, expansion, and retention of industry and commerce projects, prepare monthly EDA agendas, cases for consideration, follow-up on direction, manage projects, develop annual work plan and goals, plan and coordinate various annual community EDA events, act on initiatives established. TlF AND JOB CREATION REPORTlNG/TRACKING: · Coordinate infrastructure needs for ED projects - Coordinate infrastructure needs for ED projects, manage financing of improvement phase of project. · Creation and Implementation of new COR TIF District - Oversee creation and implementation of newly created COR District and manage resources for districts set to decertify in next fIVe years · Manage escrow accounts - Manage escrow accounts for past industrial projects · MBAF reporting due annually April 1- Reporting on job creation from subsidies awarded · TIF District 9 (ACCAP) - Review and verify compliance certificate for Low to mod housing) from ACCAP on an annual basis until the district is decertified. · Annual TlF reporting due August 1- Report summary of expenditures for previous year. ECONOMIC DEVELOPMENT & MARKETING EVENTS: . Business Expo - Annually in the Spring . Business Appreciation Day - Annually the third Tuesday in August . Business Networking Meeting - Annually in the Fall . COR Marketing - On-going and continual marketing and meeting with potential developers, retailers, office users for sites in the COR as a part of the Development Management Team CURRENT PROJECTS THAT ARE IN PROGRESS/MOVING FORWARD: · Biotech Incubator Project- Interest by the owners of GMI to develop a Bio-Tech Business Incubator on site at the corner of Bunker Lake and Sunfish Lake Boulevards, adjacent to GMI site. Have toured and met with UEL (University Enterprise Laboratories) in St. Paul to understand their business model. GMI has expansion needs and the Bio-Tech Incubator is a business model that fits well with their business. Currently working through potential site plan options and meeting with GMI to develop a model to move the project forward. Considerable effort will be required on behalf of the city to coordinate site acquisition, demolition, and bringing partners to the project. . Firing Range Project -Interest in this project continues, working with COR Development Management Team to assemble potential partners for the project.
