Proposed MRCCA Land Use Districts
• What is meant by "More restrictive stormwater management"? Will the rules
further restrict imperious surface? If so, how will existing property owners be
impacted?
• What is meant lby'structure heights will be lower than in ether districts'? Does
this mean that homes in the E district (perhaps across the street from homes in a
C district) can be taller than homes ou riparian (or District C) properties? Most
zoning ordinances use the same height standards for all homes.
• What would be allowed for shoreline stabilization? Given the fully developed
character of the proposed C Districts, Bank stabilization should allow for a variety
of materials that would be installed using the appropriate best management
practice.
■ Seasonal docks should be permitted.
• Should add to the description: `where practical, access to the riverbank should be
the norm'. This would he consistent with the fully -developed residential use of
the distract.
D. This district includes specific historic downtown areas where the
de veloped landscape extei7ds to the shoreline with predominantly mixed
uses and, frequently, smafi lets. Controls should focus on protecting historic
and cultural resources,, liirrdting height of new structures to ensure
consistency with the surrounding land uses, and managing storm water.
Shoreline vegetation should be preserved or reestablished
• Limiting height may limit redevelopment opportunities.
• Limiting height may not always be consistent with the existing surrounding.
character.
• does this aim to preserve the existing shoreline vegetation or does it require a
charge in vegetation.
• How and why is regulation of an existing downtown area different from
regulations for the urbar7 areas of Minneapolis and St. Paul?
E. This district includes non -riparian lots separated from tyre river by
distance, development andlor a traasportat on corridor. Developed lands
exist between this district and the river,, aria the land in thJs district is not
readily visible form the river surface or opposite bank. Standard padding
height and storrrrwater management and erosion control will apply.
Page 3
