Legacy Christian Academy <br />Sketch Plan Review <br />September 9, 2010 <br />Page 2 of 3 <br />proposes to construct one lane in each direction, with a cul-de-sac at the westerly entrance to <br />the school property, and a trail on the north side of Bunker Lake Blvd to Puma St and then <br />north to Outlot A. Staff would like to have two lanes constructed all the way to Puma St, and <br />improve Puma St to City standards all the way . from Bunker Lake Blvd to Alpine Dr, <br />including a trail. In addition, the westerly leg of the Bunker Lake and Armstrong Blvd <br />intersection would need to be constructed full width, based upon the revised traffic analysis <br />and ultimate intersection design. Consistent with the City's comprehensive trail plan and <br />2030 Comprehensive Plan, an off road trail must also be constructed along the existing <br />wetland that traverses the site from west to east. <br />Tree Preservation Plan: The City's Tree Preservation Ordinance applies to your proposed <br />• plat. A Tree Preservation plan must be part of the preliminary plat submittal that, at a <br />minimum, identifies all oaks and evergreens greater than four (4) inches in diameter and all <br />other deciduous trees that are eight (8) inches or greater in diameter and which trees are to be <br />preserved and removed. Tree save fencing shall also be identified on both the tree <br />preservation plan and the grading plan. <br />Bufferyard: City Code requires a forty (40) foot bufferyard between the proposed school <br />and the adjacent single-family lot on Puma Street. Within the bufferyard area, an additional <br />twenty-five percent (25%) of the required plantings must be installed. Bufferyard <br />requirements must be incorporated into the preliminary plat submittal. <br />Traffic Analysis: A traffic analysis will be required. It is our understanding that quotes are <br />being obtained currently and that said analysis will be submitted as part of the final plat <br />application. <br />Grading and Drainage: The Sketch Plan does not include grading/drainage information. <br />This information is not required for Sketch Plan Review. However, this information must be <br />submitted with the Preliminary and Final Plat and Site Plan Applications. A permit from the <br />Lower Rum River Water Management Organization and NPDES from MPCA will be <br />required. <br />Easements: With the site plan and plat applications, Staff will be reviewing compliance <br />with the standard requirements for drainage and utility easement dedication. Drainage and <br />utility easements must be ten (10) feet in width abutting dedicated right-of-way, five (5) feet <br />in width along both side and rear lot lines, and encumber the 100-year flood zone for all <br />existing and proposed surface waters and wetlands. <br />Right -of -Way Dedication: With the site plan and plat applications, Staff will be reviewing <br />compliance with the standard requirements for right-of-way dedication. In general terms, the <br />City will be requesting 120 feet of right-of-way for Bunker Lake Blvd and eighty (80) feet of <br />right-of-way for Puma St. <br />79 <br />
