Further discussion: Councilmember Look asked staff to investigate to ensure there were no other <br />options where the purchaser could locate. He stated he would not be voting in favor of this until <br />he was sure there was no other area for the purchaser to go. Councilmember Elvig stated the <br />City had already accepted some of the payment and had utilized some of the payment and he <br />believed it would be difficult to back out now. Councilmember McGlone stated the issue was <br />that people already knew the use, but the Council could not consider that in their judgment. He <br />stated he would be voting in favor of this because of that. He recommended if the public wanted <br />to stop this, they get a petition together with the required signatures in opposition. <br />Motion failed. Voting Yes: Mayor Ramsey, Councilmembers Elvig and McGlone. Voting No: <br />Councilmembers Dehen, Look, and Wise. Councilmember Jeffrey. <br />7.04: Consider Response to First Draft of the Mississippi River Corridor Critical Area <br />(MRCCA) Rules <br />Associate Planner Gladhill reviewed the staff report. <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to adopt Resolution 10-08-193 <br />responding to the proposed MRCCA rules. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Look, McGlone, <br />and Wise. Voting No: None. Councilmember Jeffrey. <br />7.05: Request Proposals for Tax Increment Finance Plan <br />Councilmember McGlone left the meeting. <br />Deputy City Administrator Nelson reviewed the staff report. <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to authorize staff to enter into a <br />contract, subject to City Attorney review and approval, with Springsted for the Preparation of a <br />Tax Increment Financing Plan for a new district in the area of Ramsey's downtown development <br />- The COR for the purposes of constructing transportation/transit improvements and for <br />economic development within the district. <br />Further discussion: Councilmember Dehen asked if any additional funds would be requested in <br />the future. City Administrator Ulrich responded with respect to the preparation of the Plan, this <br />would be the only charge, but if there were any changes made to the plan, there would be <br />additional charges incurred. He noted this was a basic framework for everything. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Look, and Wise. <br />Voting No: None.
