Councilmember Wise asked if the traffic numbers were based on the 2008 numbers <br />Jack Corkle, Anoka County Sr. Transportation Planner, responded there was a slight decrease in <br />traffic between 2008 and 2007 due to the economy and the price of gasoline. She stated the <br />models were based on how much the community was proposed to grow. She indicated the <br />County roads were generally updated for traffic every year or every other year and there had <br />been a recent count done. <br />Councilmember Elvig asked if a roundabout could be put in. <br />Ms. Corkle responded the County was not in favor of multi-lane roundabouts, but there would <br />still be hard channelization even if a roundabout were put in. <br />Mr. Orcutt noted the County also would need the land for a roundabout and Casey's would <br />probably need to be taken out. <br />Mayor Ramsey stated he would rather see Casey's being taken out and paid for their property <br />than killing their business. <br />Councilmember Look asked if all of the accidents areas would be taken care of with stoplights. <br />Mr. Orcutt responded not necessarily. He noted this was a mobility issue and not necessarily a <br />crash issue. <br />Mayor Ramsey stated while there was a benefit to the project, the deficit had to be looked at also. <br />Councilmember Wise asked if the point was to reduce the speeds on County Roads. <br />Ms. Corkle responded that was how the County constructed the County roads. <br />Councilmember Wise asked when hard channelization went in and it decreased business, was <br />there a reduction in property values for taxes for that business. <br />Mr. Orcutt responded he did not know of any provision for a reduction in taxes, but the County <br />has determinedthat aright-in right-out was a reasonable access. <br />Councilmember Dehen asked if the objective was to create an arterial to relieve pressure from <br />Highway 10. He stated if this project was not done, would the improvements be made to <br />Highway 10. <br />Ms. Corkle responded both Bunker Lake Boulevard and Highway 10 needed improvements, but <br />part of the intention was to relieve some traffic off Highway 10. <br />Councilmember Elvig expressed concern that there would be U-turns being made when traffic <br />was travelling at 55 mph. <br />City Council Work Session /October 27, 2009 <br />Page 2 of 5 <br />
