Mr. Orcutt noted there would be breaks in traffic allowing time for U-turns. <br />Coancilmember Dehen stated what concerned him about Magnesium was the crossing of two <br />lanes and sitting in the median with insufficient space. He noted this was a safety issue. <br />Mr. Orcutt indicated the median azeas were not designed for cazs to stop in the middle and there <br />would be gaps in the traffic from the two traffic signals, but it was a good point that this could be <br />a safety issue. <br />Councilmember Dehen did not believe. the gaps would be sufficient to allow traffic to flow <br />through. <br />Councilmember McGlone asked if the roads designed were designed vehicle specific. He <br />indicated his large work trucks could not do U-turns. He stated he was concerned about the <br />access at Magnesium. He asked how the County could make that particular area safer. <br />Mr. Orcutt responded the County was making this safer by making the curb flatter, signal on <br />both ends, and good site lines. He indicated if it was warranted, a traffic signal could be put in <br />also at some point in the future. <br />Mayor Ramsey stated one of the concerns was the traffic that would be redirected. <br />Mr. Orcutt responded due to the area's full development with limited growth, the County did not <br />anticipate there being that much of an increase in traffic. <br />Mayor Ramsey did not believe people would be using Magnesium, but rather 142"a and the <br />traffic would double on 142"a <br />Ms. Corkle believed the traffic would use Magnesium also. <br />Councilmember McGlone noted when people buy their homes, there was no guazantee the traffic <br />patterns would not change. <br />Councilmember Dehen stated he wanted to see the roundabout. <br />Ms. Corkle noted there was potential for some noise barriers on the project as the existing sound <br />levels were near the Federal threshold. <br />Councilmember Wise asked if center turn lanes could be put in. <br />Ms. Corkle responded, in Anoka County, the speed had to be 35 mph in order to have center turn <br />lanes. <br />Councilmember Look asked if the City did not spend money on this project, would it be lost or <br />would the County apply the funds to another project. <br />City Council Work Session /October 27, 2009 <br />Page 3 of 5 <br />
