MEMORANDUM <br /> <br />Hoisington Koeglcr Group [nc. <br /> <br />TO: Ramsey City Council and City Staff <br /> <br />FROM: Loren Gordon, AICP <br /> <br />SUBJ-ECT: Chapter 9 - Residential Text and Map )unendments <br /> <br />DATE: May 23, 2002 <br /> <br />-98- <br /> <br />The Planning commission at their May 2, 2002 meeting, forwarded at recommendation of approval to the <br />City Council ~br the Residential and PUD text and zoning map amendments to Chapter 9. ,am ordinance <br />is included for your review and approval. <br /> <br />As most of you have been involved in the review of Chapter 9, the proposed text should be familiar. The <br />revisions are intended to address a wide range of residential development issues that Ramsey can <br />anticipate in current and future developments. Many of these revisions address areas not included in the <br />code. Key provisions of the amendments include: <br /> <br />I. Consolidating all single family residential districts previously identified as R-1U or R~ 1R into a <br /> single district that is defined by the 2020 MUSA. <br />2. Recognizing rural standards in the current code work well and enhancing some areas such as <br /> fencing. <br />3. Providing for a broader range of housing types and applicable standards for twinhomes, <br /> townhomes, and multi-hmily dweIIings in R-2 and R-3 districts. Current P,.-3 and MR districts <br /> were consolidated into the new R-3 district. <br />4. I_nciusion of conditionally permitted uses in residential districts to address uses that have the <br /> potential to create higher impacts on adjacent uses. <br />5. Recognition of use rights as prescribed by State Statute like religious institutions. <br />6. A number of residential development and performance standards, were added to achieve quality <br /> development. They include: <br /> · Driveway and access roads to address private and public roadways. <br /> · Site Landscaping standards for quantity, type, and size of materials. <br /> · Screening standards to provide buffers between higher and lower density/intensity uses. <br /> · Added building material standi~rds. <br /> · Modification to some setback standards like front yards in the R-i district. <br />7. Changes that strengthen the public benefits gained from developments choosing to develop in the <br /> PUT) distMct. <br /> <br />Since the P[anmng Commission meeting, staff has revised a few standards for driveways and access road <br />in the R-t, R-2 and R-3 districts.
