a starting wage of $21.73/hour plus benefits and two weeks vacation, contingent on successful <br />completion of backgound checks, employment physical, and drug/alcohol screen. <br /> <br />Further discussion: Councilmember Zimmerman inquired as to what happens with the <br />inspection charges. Director of Public Works/Fire Chief Kapler explained that the inspections <br />the Engineering Tech [V would be responsible for are different than what the building inspector <br />does. The Engineering Tech IV position would be responsible for inspections of sewer and <br />water, curb and gutter installation, etc. Currently the City hires John Oliver & Associates to do <br />the inspections. Principal Engineer Olson explained that the inspection fee is a line item in the <br />development agreement, which is typically about 5 percent of the project. Councilmember <br />Kurak inquired if it was correct that developers' would be paying for the position. Principal <br />Engineer Olson replied yes. Councilmember I(urak inquired if the City anticipated the need to <br />hire another building inspector in the near future. City Administrator Norman explained that at <br />this time staff is not looking at.hiring an additional building inspector, but will be looking for <br />additional clerical help. Councilmember Zimmerman inquired as to how many employees <br />Andover or Anoka have in their engineering department. Director of Public Works/Fire Chief <br />Kapler replied that Andover has 18 to 20 employees in their engineering department. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #3: Authorize Hiring of Crime Prevention Specialist Intern <br /> <br />Assistant City Administrator Nelson stated that on January 22, 2002, the Council authorized staff <br />to hire a Crime Prevention Specialist Intern for the Police Department. The position was posted <br />at various locations on the Internet where interns or job seekers interested in crime prevention <br />may search. Four letters of interest were received and a panel consisting of the Crime Prevention <br />Specialist, Fire Inspector, Patrol Corporal, and Assistant City Administrator interviewed two <br />applicants. The panel did not recommend hiring either of the applicants interviewed, therefore, <br />an ad was placed in the Star Tribune to recruit a larger pool of applicants. Twenty-nine letters of <br />interest were received; eleven of which were interviewed by the same panel. Based on the <br />panel's recommendation, staff recommended Brenda Cooper for the Crime Prevention Specialist <br />internship in the Police Department at a wage of $10.00 per hour for an initial period of not to <br />exceed six months contingent upon successful completion of drug/alcohol screening. As a part- <br />time temporary position, Ms. Cooper will not be eligible for vacation time, sick leave, holiday <br />pay, or health and life insurance. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to recommend that the City <br />Council ratify hiring of' Brenda Cooper as the Crime Prevention Specialist Intern at a wage of <br />$10.00 per hour for an initial period not to exceed six months contingent upon successful <br />completion drug/alcohol screening. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councihnembers Kurak, Anderson, <br />Hendriksen, and Zimmerrnan.
