-14- <br /> <br />Case #4: Authorize Hiring of Interim Human Resources Consultant <br /> <br />Assistant City Administrator Nelson stated that on February 21, 2002, the Human Resources <br />Manger was placed on FMLA leave that will extend through the middle of May. At this time, it <br />is unclear when the Human Resources Manager will return to work. At the February 26"' <br />Council meeting, Council approved a contract with Labor Relations Associates to assist with <br />Human Resources during the absence of the Human Resources Manager. Staff has been utilizing <br />the services of Labor Relations since that time. Given the potential extended absence of the <br />Human Resources Manager, staff proposed utilizing the services of a Human Resources <br />Consultant in-house for the summer months. This consultant would replace the majority of <br />services currently being provided by Labor Relations. Staff proposed to pay the consultant a rate <br />of $30.00 per hour, not to exceed $5,000 a month. The cost would be funded from the salary <br />budgeted for the Human Resources Manager that is currently not being utilized. <br /> <br />Councilmember Zimmerman verified that the position would be on a contract basis rather than <br />being hired as a City employee. <br /> <br />Assistant City Administrator Nelson replied that that was correct. <br /> <br />Mayor Gamec inquired if it would be a day by day contract. <br /> <br />Assistant City Administrator Nelson replied yes. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the City <br />Council authorize staff to hire the services of Shannon Elofson to provide interim Human <br />Resources Consulting services at a rate of $30.00/hour, not to exceed $5,000 a month. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Anderson, <br />Kurak, and Zimmerman. Voting No: None. <br /> <br />Case #5: AFSCME Contract Negotiations <br /> <br />Assistant City Administrator Nelson stated that at the April 16th work session of City Council, <br />staff discussed the current status of the negotiations with the AFSCME bargaining unit. <br />Direction was given to staff regarding salary and benefits. Staff has met with the AFSCME <br />union representatives regarding Council direction and negotiated a tentative agreement. The <br />AFSCME membership will be meeting Monday evening, April 22'''~ to vote on the proposal. The <br />contract provisions include: <br /> <br />Cost of living adjustment: 3.5 percent for 2002, 3.5 percent for 2003 <br />Insurance: Employer contribution to single coverage increase from $290.00 to $297.33 per <br />month, effective January 1, 2002; employees who waive will receive $290 per month; as of <br />January 1, 2002, any employee who becomes benefit eligible will not be able to receive $290 <br /> <br />Personnel Committee/April 23, 2002 <br /> Page 4 of 5 <br /> <br /> <br />
