Hwy. #10 N.E. <br />Spring Lake Park, SIN 55432 <br /> <br />Re: Site Plan Review: SurLflower Ridge <br /> <br />Dear John: <br /> <br />We are in receipt of your proposed site plan for a townhome project on the north side of Alpine <br />Drive N.W., west of T.H. #47. We have received a Site Plan dated April 2, 2002, prepared by <br />Passe Engineering. We are 'also in receipt of a Prelim/nary Grading Plan, Prelirninap/Utilities <br />Plan, Landscape Plan and Building Elevations, also prepared by Passe Engineering, dated Apr/1 <br />2, 2002. We offer the following comments: <br /> <br />l. General: Toe site is appro,'dmately 18.d acres in size and is proposed to be developed w/th <br /> 126 for-sale townhomes. <br /> <br />Zoning: The property [s currently zoned a combination of B-t and B-2 Business. The <br />Comprehensive Dian identified the property, as tow density, residential. The City CouncLl and <br />the Metropolitan Council approved an amendment to the Comprehensive ?lan to change the <br />[and use 2om [ow to medium density, residential Toe Planning Commission conducted a <br />public hearing regarding the proposed rezoning on May 2~u and recommended approval of <br />the request. <br /> <br />Lot Coverage.: 'Lot coverage (buildings) is restricted to o5 ¼, which is 238;576 square feet <br />in this case. The proposed building coverage on the subject property is 123,274 square feet, <br />which equates to approximately 15% lot coverage. <br /> <br />Structure Setbacks: The current minimum setbacks in the R.-3 Urban Residential District <br />are 35 ~bot [ronr yard (on public streets), 15 toot side yard, and 25 foot rear yard. The new <br />private street policy establishes a 25 toot structure setback from Curb of private streets. <br />Sunllower Ridge meets all of the minimum setbacks in effect, except the 35 foot setback <br />from the fight-of-way of public streets. The applicant has applied for a 5 foot variance from <br />public streets that will be presented to the Board of Adjustment on May 2au also. Some of <br />the developers have been able to voluntarily work with City-Staff to get closer to what will <br />be required [n the future with respect to a uniform setback from plat boundaries rather than <br />the current var/able setbacks that depend on the orientation of the buildings. The dral5 <br />ordinance is proposing to establish a 30 thor structure setback from plat boundaries. <br />Sunflower Ridge has managed to achieve a 30 foot structure setback from all plat boundar/es. <br />City Sta~[ has been applying a 15 foot building separation standard in townhome <br />developments; all structures are at [east 20 feet apart. <br /> <br />-255- <br /> <br /> <br />
