-290-

City. of Ramsey
March 15, 2002
Page 2

Existing drainage pane,ns and rates of runoff affec~ng ND/DOT right of way must be perpetuated.
T~e sites stormwarer discharge rare must not increase. Please direct questions concerning these issues
to Cla'/s bIorsmann (651-63,*-2408) o£Mn/DOT's Water Resources sec~on.

' It should be noted that the number of relatively high-densir'/housing developments occumng in this
area would likely create negative impacts to the future operation of TI--InT. We would suggest
consideration of rum lanes andTor bypass lanes on TH47 at the 153'~ Avenue intersection. Because
this construction would be necessitated by the development, the f'manciaI responsibiliU would be
with the Cir'/, deveioper, or both. ff 7ou have any questions regarding these concerns please contact
Edwin Brown (651-63&2372) in our Traffic section.

As a reminder, 153m Avenue N-vV is Municipal State Aid (MSA) Route ll36, ;-kny work on a MSA
route must meet Stare ;-lid rules and policies. Also, the Cie/must review any changes to its Municipal
Stare ;Aid system so that they stay within irs system limitations. You may obtain additional
in~bnnation regarding State Aid rules and poiicies in any of the tbilowing ways:

http://,arww.dot.stare.mn.us/stateaid/shows or has links to the applicable lbrms and the MrgDOT
S tale zAid Manual.
Refer co the ND/DOT State Aid Manual, Chapter 5-892.200 for information regarding standards
and policies.
Please go to htto://www.revisor.ieg.state.rrm.us/arute/8820/2bt information regarding State Aid
Operations Rules Chapter 8820.
For driveway standards, the designer is directed to refer to the ND/DOT Road Design Manual
(English) Table 5-3.0aA and Figure 5-3.0aA tbr guidan.ce and policies. Driveway widths, other
than those recommended, ap to 50 t'eet will be permitted only by special permission of the
Commissioner of Transportation or designee.

Please contact Jim Deeny in our State Aid section at (65l) 582-[389 with any additional questions.

ND/DOT's policy is co assist local governments in promoting compatibility between land use and
highways. Residential uses located adjacent to highways often result in complaints about ~affic
noise. Traffic noise from chis highway could exceed noise standards established by the Mirmesota
Pollution Control Agency (lVfPCA), the U.S. Department of Housing and Urban Development, and
the U.S. Deparm~ent of Transportation. Minnesota Pule 7031),0030 states that municipalities are
responsible tbr ta 'king ail reasonable measures to prevent [and use activities listed in the MPCA's
Noise Area Classification (NAC) where ~he establishment of the land use would result in violations of
established noise standards.

ND/DOT policy regarding development adjacent to existing highways prohibits the expenditure of
highway funds ebr noise mitigation measures in such areas. The project proposer should assess the
noise situation and take the action deemed necessaq/to minimize the impact of any highway noise. If
you have any questions regarding' MWDOT's noise policy please contact Peter Wasko in our Desitin
section at (65 l) 582-1293.

!
I
I
I
I
I
I
I
I
I
I
!
!
I

I
I
I
I
