Traffic noise from chis highway could exceed noise standards established by the Mirmesota <br />Pollution Control Agency (lVfPCA), the U.S. Department of Housing and Urban Development, and <br />the U.S. Deparm~ent of Transportation. Minnesota Pule 7031),0030 states that municipalities are <br />responsible tbr ta 'king ail reasonable measures to prevent [and use activities listed in the MPCA's <br />Noise Area Classification (NAC) where ~he establishment of the land use would result in violations of <br />established noise standards. <br /> <br />ND/DOT policy regarding development adjacent to existing highways prohibits the expenditure of <br />highway funds ebr noise mitigation measures in such areas.
