Feasibility Report <br />Bunker Lake Boulevard Extension <br />City of Ramsey <br />II. EXISTING CONDITIONS <br />The site of the Alpha Development plat and proposed school campus lies generally west of <br />Armstrong Boulevard, south of Alpine Drive and north of the railroad tracks. The site is <br />undeveloped, with areas of excavated slopes and spoil piles, indicating past mining for granular <br />materials. <br />Sanitary sewer exists on the west side of the intersection of Armstrong Boulevard and Sunwood <br />Drive. Watermain exists in the northeast quadrant of the intersection of Armstrong Boulevard and <br />Bunker Lake Boulevard. <br />Drainage for the area is essentially sheet flow to the center of the site to existing wetlands, and <br />then easterly through the wetlands and through a culvert under Armstrong Boulevard. There are no <br />existing storm sewers that can be extended and utilized for the development. <br />Puma Street is an 18 -feet wide gravel road providing access to agricultural property and one <br />farmstead. <br />III. PROPOSED IMPROVEMENTS <br />The improvement area for the proposed project is depicted on Figure 1 of the Appendix. In <br />addition to the petitioned infrastructure improvements, the City has asked for the review of <br />ancillary improvements, to include the extension of sanitary to Fire Station No. 1, the surfacing <br />improvement of Puma Street and bituminous trails along Armstrong and Puma between Bunker <br />Lake Boulevard and Alpine Drive. The improvements are depicted on Figures 2 through 7 and are <br />discussed below. <br />A. Sanitary Sewer Improvements <br />The first requirement to extend sanitary sewer on Bunker Lake Boulevard is to extend the <br />sanitary sewer north along the west side of Armstrong Boulvard from 146th <br />Avenue/Sunwood Drive NW to Bunker Lake Boulevard, a distance of 1,430 feet. An fl- <br />inch sewer pipe would be adequate to accommodate the projected wastewater flow from <br />the Alpha Development. However, to meet the Comprehensive Sanitary Sewer Plan and <br />serve additional areas beyond the Alpha Development, a 21 -inch sewer main is required. <br />This 21 -inch trunk sewer would be further extended to the north an additional 600 feet to <br />service Fire Station No. 1 and the proposed future location of the water treatment plant. <br />2 <br />Prepared By: R16.102774 <br />Bolton & Menk, Inc.
