Feasibility Report <br />Bunker Lake Boulevard Extension <br />City of Ramsey <br />are authorized, the construction of the intersection improvements will likely be <br />incorporated and bid as one construction contract. The costs of the signal improvements <br />and improvements to the north, south and east legs of the intersection are not included in <br />this report. <br />E. Street and Trail Improvements <br />1. Bunker Lake Boulevard <br />The initial plan for street improvements is to provide a two-lane street from Armstrong <br />Boulevard to Puma Street. The two-lane street will be designed to provide for future <br />widening and expansion as development and other potential transportation <br />improvements surrounding the area increase traffic on this roadway. The Petitioner <br />has requested that the street end in a temporary cul-de-sac, but the City has determined <br />that the length of this dead end exceeds their standards and the roadway will need to <br />be extended to Puma. <br />The new roadway will be designed to meet Municipal State -Aid (MSA) requirements. <br />The recommended design for the Phase I project is to provide for two 12 -feet wide <br />driving lanes with curb and gutter on the north side of the street. The south side of the <br />street will remain uncurbed to allow for future expansion of the street with minimal <br />removals. A 4 -feet wide curb reaction distance from the curbed lane is recommended. <br />Design speeds up to 50 MPH on the platted curves could be accommodated with <br />superelevation. With no superelevation on the roadway, the design speed would be <br />limited to 40 MPH. Design speed and Armstrong intersection geometry details will be <br />determined during final design. <br />The Comprehensive Plan indicates that projected traffic on this roadway could be <br />11,000 ADT if the street is part of a future Mississippi River crossing. Without being <br />part of a River crossing, the Comprehensive Plan provides 20 -year projections of <br />5,000 ADT. <br />The structural section of the roadway will be designed to accommodate the projected <br />5,000 ADT and in accordance with state -aid standards for a 9 -ton design.
