-26-

3)

Consider Interim Private Street Policy
The Public Works Committee recommended that the City Council adopt the interim
private street policy as written to be used as a general guideline until the rewrite of
Chapter 9.

Motion by Mayor Gamec, seconded by Councilmember Kurak, to ratify the recommendation of
the Public Works Committee.

Further discussion: Councilmember Hendriksen inquired if the policy was limited to townhome
projects, or could a single family subdivision have 600 foot private drives. Principal Engineer
Olson replied that staff would recommend that it pertain to townhome projects. Councilmember
Hendriksen inquired if that language was included in the policy. Principal Engineer Olson
replied no. Community Development Director Frolik stated that the policy would pertain to
townhomes or multiple family developments.

Motion was amended to include' language in the policy that private drives are only permitted in
townhome and multi-family developments.

Further discussion: Councilmember Hendriksen stated that the original concept was that they
would have the main thoroughfare in a development be a public road with private drives off that
public road. Now they are going to allow 600 feet collector streets going through the
development, which he thought was a disservice to the City. Councilmember Zimmerman stated
that he felt that the 300 feet would have been adequate.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting
No: Councilmembers Hendriksen, and Zimmerman.

4)

Consider the Addition of Turn Lanes for Armstrong Boulevard at Alpine Drive
The Public Works Committee recommended that the City Council direct staff to prepare a
change order for the installation of right mm lanes only at northbound and southbound
C.R. #83 at Alpine Drive and westbound Alpine Drive at Variolite Street.

Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to ratify the
recommendation of the Public Works Committee.

Further discussion: Councilmember Hendriksen stated that one thing that contributes to the
difficulty in seeing the intersection of Armstrong Boulevard and Alpine Drive is that there is a
private light in the yard that makes it appear that the intersection is further up. He thought that
something needed to be done with the light.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to direct staff
to resolve the street lighting issue at the intersection of Armstrong Boulevard and Alpine Drive.

City CounciI/March 26, 2002
