-28- <br /> <br />8) <br /> <br />Acquisition of Easements for Trail and Storm Sewer along Alpine Drive <br />The Public Works Committee recommended that the City Council authorize staff to <br />prepare the easement documents and authorize the City Administrator to begin <br />negotiations contingent upon the availability of funds in the appropriate funds. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to ratify the <br />recommendation of the Public Works Committee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Case//3: <br /> <br />Request for a Conditional Use Permit to Establish Manufacturing Activities <br />in the B-3 Highway Business District; Case of Douglas Roberts <br /> <br />Community Development Director Frolik stated that the City has received an application for a <br />conditional use permit from Douglas Roberts to establish manufacturing activities in the B-3 <br />Highway Business District on the property generally known as 6650 State Highway #10. The <br />applicant is proposing to locate in an existing 11,500 square foot office/warehouse structure. The <br />structure was previously occupied by Northern Air Gas. Northern Air Gas is under a lease <br />agreement with Mr. by Clarence Jensen for the next 18 months. Northern Air Gas is attempting <br />to lease the building to another user until their lease with Mr. Jensen expires. Douglas Roberts is <br />proposing to lease from Northern Air Gas and operate a manufacturing business. Mr, Roberts' <br />firm, Computer Numerically Control Milling and Lathing, performs specialized work for <br />customers in the defense, medical and machine manufacturing trades. The proposed <br />manufacturing activities are not considered a permitted use in the B-3 Highway Business <br />District. The proposed manufacturing operations would consist of manufacturing small products, <br />generally not exceeding 4 inches in size. The apphcant is not proposing any outside storage and <br />truck traffic will consist of small delivery and LIPS trucks. It was noted that the Minnesota <br />Department of Transportation has initiated a TH 10 Interregional Corridor Management Plan for <br />State Highway #10. The City Council adopted a resolution on January 8, 2002 stating the City's <br />support for the TH 10 Interregional Corridor Management Plan to convert TH 10 to a freeway <br />system. An exact alignment has not been determined, however MnDOT has stated initial support <br />for a freeway alignment that is located adjacent to the BNSF railroad tracks. The subject <br />property could be affected by the future conversion of State Highway #10 to a freeway. Staff is <br />unable to determine how the subject property will be affected at this time due to the uncertainty <br />of the exact alignment of the freeway and the timeline for the State Highway #10 project. Staff <br />does not feel that the condition of the customer/employee parking area and other traveled <br />portions of the site are in compliance with City Code. The pavement is in a significantly <br />deteriorated condition. Staff is recommending that the Permittee or his designee install 1 ~/2 inch <br />bituminous overlay on the existing customer/employee parking lot. The Planning Commission <br />recommended approval contingent upon the traveled areas of the site being upgraded with an <br />overlay of pavement. <br /> <br />City Council/March 26, 2002 <br /> Page 10 of 25 <br /> <br /> <br />
