Principal Planner Trudgeon stated that people were not sent individual notifications of the <br />meeting, but Ms. Kuechle was aware of the meeting. He noted that the developer did address the <br />density transition issues. <br /> <br />Councilmember Hendriksen stated that in his brief discussion with Ms. Kuechle it seemed that she <br />had a preference of densky transition rather than screening. He inquired if any discussion <br />occurred with the individuals living adjacent to the property. <br /> <br />Principal Planner Trudgeon replied that the only discussion he has had with the property owners <br />was with Ms. Kuechle. He personally has not had any personal contact with the other property <br />owners. : <br /> <br />Councilmember Hendriksen stated that those other residents might not be aware that density <br />transition might be an option to them if they have only been focusing on the screening aspect of <br />the ordinance. <br /> <br />Principal City Engineer Olson stated that they did have a meeting with the resident south of <br />Alpine Drive to discuss the extension of sewer and there was some concern with tree loss in the <br />area. They have added an additional manhole cover to assist in preserving the oak trees. The 30- <br />inch line the City is requiring is much large than the typical sanitary main installed in a residential <br />development. Staff requested an estimate to extend sewer through the development to the east of <br />County Highway #5. The total cost to extend the sanitary sewer with a 30-inch pipe would be <br />$657,789. If the developer were to install the 8-inch sewer line it would cost them $253,677. <br />There are 44 units being proposed in the development that the developer will have to pay $1,812 <br />for each unit in trunk sewer charges which will generate $80,000 of funds. It was staff's <br />recommendation that the trunk sewer line should be extended through the development since it is <br />the largest line in the City and that the additional cost of $324,300 be paid for by the City and <br />then when future development occurs the fund would be reimbursed. The overall plan is for 157 <br />units, which equals $272,000, which is close to covering the cost of the expenditure. There is <br />other land to the north, which is also buildable. The policy in the past has been that any extension <br />of sewer and water is to be paid for: by the developer, .but in this instance the extra cost is for the <br />increased size of the pipe and the depth. <br /> <br />I <br />I <br />! <br />I <br /> <br />Councilmember Hendriksen replied that the situation is analogous to the storm water extension <br />that occurred on the Reilly Estates property where the City stated that they needed to be <br />consistent wkh the storm water policy even if it meant running a larger pipe through the <br />development. <br /> <br />Principal City Engineer Olson stated that the trunks funds are to be used for extra sizing of pipes <br />and extra depth. The storm sewer policy is set up differently. <br /> <br />Councilmember Hendriksen stated that when the storm water pipe was extended through Keilly <br />Estates the City required the developer to run'a pipe to meet the storm water drainage plan. <br /> <br />I <br />I <br /> <br />Principal City Engineer Olson replied that that was correct. <br /> <br />City Council/September 24, 2002 <br /> Page 23 of 33 <br /> <br />-327- <br /> <br /> <br />
