-328-

Councilmember Hendriksen stated that currently they have a balance in their trunk fund, but if
they start incurring $300,000 costs they will deplete the fund qUickly.

Principal City Engineer Olson noted that there is currently $2.2 million in the fund and they are
asking for an expenditure of $404,000.

Councilmember Hendriksen inquired if they have seen a plan for future development.

Principal City Engineer Olson replied no.

Mayor Gamec stated that they would be foolish to not oversize the pipe.

Councilmember Hendriksen replied that he was not suggesting that they put the smaller line in,
but the policy needs to be more consistent with the storm water policy' and the developer should
be required to install the necessary pipe and than the developer can be reimbursed if future
development occurs. He did not think it made sense for the City to have to come up with
$400,000 to facilitate development and then tell the citizens that they are short of money.

Principal City Engineer OIson stated that the trunk fund is paid for by the developer to cover the
costs of extra depth and sizing.

Councilmember Kurak stated that the money does not come out of the general fund, it comes
from the developer that goes towards infrastructure only.

Principal City Engineer Olson replied that that was correct.

Councilmember Zimmerman stated that Plat approval was premature at this time because there
were too many unresolved issues.

Cou~ilm~mber Hendriksen stated that there are a lot of developers that would love to have the
CitY fund large runs of sewer to benefit their private projects: He knows for a fact that Jerry
Bower would like sewer and water at the gun club so that he could develop his property. The
fund will be broke very quickly if they spend it on each development.

Principal City Engineer Olson replied that it depends on what the Council feels they spend from
the fund.

Councilmember Hendriksen stated that he is referring to the pipe that goes through the
development. He has less of an objection to using City funds outside of the development. He
also noted that there was nothing that says that the road in the rear of the single-family homes
could not be a public street.

Councilmember Anderson inquired if there were two issues-one dealing with preliminary plat
approval and one dealing with sewer and water policy.

City Council/September 24, 2002

I

I
I,
I
I
I
I
I
I

I
I
I
I'
I
I
I
I
I
