He explained that the City has <br />utilized the fund in the past to pay for extra depth and sizing. The Reilly Estates development did <br />pay for the storm trunk facilities over and above what was required but the extra depth and extra <br />size they had to build for sanitary sewer were reimbursed by the trunk expenditures at a cost of <br />$60,000. <br /> <br />Councilmember Hendriksen stated that it seemed to him that this development was being treated <br />differently. <br /> <br />Principal City Engineer Olson replied that this is a much different use of the fund. <br /> <br />Councilmember Hendriksen stated that the City is paying to extend the sewer from the railhead to <br />the border of their property on this development. <br /> <br />Principal City Engineer Olson replied that that was not the case. <br /> <br />Councilmember Anderson stated that the sewer and water discussion is a major issue, but is a <br />Policy question. She stated that preliminary plat and the sewer policy need to be separated. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to table action and <br />recommend that Councilmember Hendriksen meet with the City Engineer prior to the next <br />meeting to discuss his concerns. <br /> <br />Further discussion: Councilmember Hendriksen disagreed with the characterization of him asking <br />questions. He explained that he was attempting to discuss policy where it appears to be in <br />conflict of what is being proposed. They never did resolve the issues when it was discussed at <br />work session. He inquired if they could add to the motion that the adjoining property owners <br />along Sunfish Lake Boulevard be notified of the next' meeting and that there are more options <br />within the density transition ordinance than simply screening. Councilmember.Anderson stated <br />that she thought it. would be more appropriate to discuss the policy at a future work session. City <br />Attorney Goodrich inquired if there was any concern with the 60-day requirement. Principal <br />Planner Trudgeon replied that the Council has until November 6~ to act on the plat. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to amend the <br />motion to direct staff to inform the three property owners along Sunfish Lake Boulevard of the <br />full extent of the density transition ordinance'by providing a copy of the ordinance and notification <br />of the next meeting. <br /> <br />Amendment carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson, and <br />Zimmerman.
