-418- <br /> <br />Case # 3 Update on Highway 47 Speed Study <br /> <br />Background: <br /> <br />In August of this year, MnDOT completed a routine speed study of the Highway 47 corridor <br />though the City of Ramsey. The data was presented to the Public Works Committee. Discussion <br />ensued and Staff was directed to investigate the cost to remove a hump that is located south of the <br />intersection of 167~ Avenue NW and Trunk Highway 47. <br /> <br />This information will be brought to a future Public Works Committee meeting. <br /> <br />Council Action: <br /> <br />None <br /> <br />Case # 4 Design of "Future Thru Street" Signs <br /> <br />Background: <br /> <br />Staff presented examples of the "Future Thru Street" sign that is being installed at the end of <br />existing and proposed stub streets that are anticipated to be future through streets. After a brief <br />discussion, a motion was made to stay with our current design of red lettering on white <br />background. <br /> <br />Council Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case # 5 <br /> <br />Consider moratorium on development for Highway 10 Corridor <br /> <br />Background: <br /> <br />Consideration was given to establishing a moratorium on development on the property north of <br />Highway 10 and south of the Burlington Northern Santa Fe Railroad. Concern was expressed <br />about the existing moratorium on development for the possible new bridge crossing over the <br />Mississippi River and whether there was any overlapping area to this moratorium. There was also <br />discussion over the length of the term of the existing moratorium and questions relating to the <br />total length of time a moratorium can last. <br /> <br />A motion was made to recommend to the City Council to establish a moratorium on the land <br />located between the existing Trunk Highway 10 and the Burlington Northern Santa Fe Railroad <br />which passed on a 4-1 vote. <br /> <br />Community Development Director Sylvia Frolik wrote a case that is enclosed explaining the <br />concerns that were expressed at the Public Works Committee meeting and a proposed Ordinance <br />that would initiate the new moratorium. <br /> <br />Council Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br /> <br />
